The Federal Tax Service for the Republic of Tatarstan reminded sellers and buyers about the mandatory requirements for issuing cash receipts. Fines for violations can reach the full amount of the transaction. The Federal Tax Service for the Republic of Tatarstan clarified the key rules for the use of cash register equipment in response to numerous inquiries from citizens. The agency's specialists reminded that the main goal of Law No. 54-FZ is to protect the rights of buyers. With each purchase, the seller is obliged to issue a cash receipt, and questions from the cashier about whether it is needed or in what form it should be provided do not comply with legal requirements. The receipt is generated in any case and is provided on paper or, at the customer's request, sent electronically to a phone number or email. The absence of the internet does not relieve the seller of this obligation. If the network is down, a paper receipt is printed at the time of payment, and the data is recorded in the cash register's memory. After the connection is restored, the information is automatically sent to the fiscal data operator. In the food service sector, the paper receipt must be issued before payment — after the customer agrees to the transaction but before handing over the money. The buyer has the right to receive a receipt even if the cashier did not offer it independently. The tax service separately explained that a cash receipt and a terminal receipt are different documents. A bank receipt only confirms consent to withdraw money but does not replace a fiscal receipt. For the convenience of consumers, the Federal Tax Service has developed the "My Receipts Online" service, which allows storing electronic receipts in one place and using them for tax deductions, expense tracking, product returns, or warranty service. The electronic receipt is sent to the phone or email if the buyer provided their contact details before the transaction. The FNS website also offers the "Receipt Verification" application, which allows checking the authenticity of the document via QR code or details, viewing purchase information, and, if necessary, filing a complaint with the tax authorities. The law provides for a number of exceptions when a receipt does not need to be issued. This applies to the sale of newspapers and magazines, ice cream, draft non-alcoholic beverages, milk and water, the sale of kvass, milk, butter, and fish from tank trucks, seasonal sales of vegetables, fruits, and melons, the sale of handicrafts by the artisans themselves, food in educational institutions, as well as shoe repairs and key making. Self-employed individuals do not use cash register equipment — they issue receipts through the "My Tax" app. Based on citizens' inquiries, the tax authorities of Tatarstan are conducting control measures regarding retail outlets showing signs of violations. Administrative liability is provided for the non-use of cash register equipment. For officials, the fine ranges from one-fourth to half of the transaction amount, but not less than ten thousand rubles. For legal entities — from three-fourths to the full amount, but not less than thirty thousand rubles. Repeated violations threaten disqualification of officials for up to two years and suspension of activities for entrepreneurs and organizations for up to ninety days. This year, Tatarstan has already issued 331 warnings and conducted 2525 test purchases.
The Federal Tax Service for Tatarstan recommends that citizens do not agree to transactions without the use of a cash register, including transfers to phones and bank cards of third parties. Such schemes deprive buyers of legal protection and support illegal entrepreneurial activities.
