The business ombudsman of Tatarstan discussed the results of work for the first half of the year with public representatives.
A working meeting took place in the Kazan Kremlin between the Commissioner for the Protection of Entrepreneurs' Rights under the Head of the Republic of Tatarstan, Farid Abdulganiev, and public representatives in municipal districts and urban districts. The participants summarized the results of their work for the first half of 2026, discussed priorities for the next period, and identified problematic areas that require strengthening at the local level. Opening the meeting, Abdulganiev congratulated his colleagues on an important achievement: in the results of 2025, the Republic of Tatarstan took first place in the National Rating of the Investment Climate along with Moscow for the first time. "Tatarstan's first place is backed by the daily systemic efforts of the Head of the Republic of Tatarstan, Rustam Nurgalievich Minnikhanov, the Government of the Republic, all sectoral ministries, municipalities, the Chamber of Commerce and Industry of Tatarstan, business associations, and of course, the businesses themselves," he noted. According to him, the investment climate includes not only economic indicators but also the level of protection for entrepreneurs. He emphasized that the ability of businesses to receive prompt legal support directly affects investment decisions. "When a businessman knows that in case of a dispute, he can come to the business ombudsman or his public representative and be protected – this also influences the decision to invest in the region," noted Farid Abdulganiev. As a result of the first half of 2026, the hot line of the commissioner received 495 inquiries from entrepreneurs in Tatarstan. More than 50 inquiries were sent through public representatives, who also conducted over 120 personal receptions. In most cases, issues are resolved, while legal consultations are provided to other applicants. Abdulganiev reported that about 80% of inquiries are resolved in favor of entrepreneurs. Among the most common topics of inquiries are the actions or inactions of government authorities and local self-government (23%), clarification of legislation (19%), and support for entrepreneurs returning from the SVO zone (11%). Questions about government support measures and the protection of intellectual rights are also received. Special attention was paid to changes in tax legislation. Starting from 2026, the revenue threshold for VAT payment under the simplified tax system has been reduced to 20 million rubles, while further reductions to 15 and 10 million rubles have been postponed. "We must keep this issue under special control. If businesses face difficulties in transitioning to new rules – we are obliged to help," stated Abdulganiev. He also reminded about new support measures for small businesses, including the law recognizing SMEs as family enterprises and support for artisans who have received the right to officially sell products without mandatory labeling. As an example, he cited a family business from the Spassky district that develops dairy production and collaborates with other farms. "This is not just an economy. It is the preservation of cultural traditions, maintaining employment in villages, reviving family values, and developing tourism potential," emphasized the business ombudsman. At the end of the meeting, Abdulganiev highlighted the importance of the role of public representatives in protecting the interests of businesses at the local level and called on them to be more active. "The well-being and optimism of local businesses, their desire to develop and scale depend on your activity and persistence. I wish you success in our important work for the benefit of entrepreneurship development in the Republic of Tatarstan," he concluded.
