      A large press conference was held at the TASS information center dedicated to the presentation of the report "The Spirit of Victory and the Global Humanitarian Agenda." The first vice-rector of the Kazan Institute of Management named after V.G. Timiryasov, Igor Bikeev, represented the university at federal-level events. His speech became one of the central events of the meeting, setting the direction for the discussion on the ethics of technology and the protection of constitutional rights in the era of digital transformation.

      The report was prepared as part of the international program "Humanitarian Initiative - 2028" and is timed to coincide with two significant anniversaries: the 80th anniversary of the UN and the 80th anniversary of the adoption of the Universal Declaration of Human Rights. Along with the head of the Council under the President of the Russian Federation for the Development of Civil Society and Human Rights, Valery Fadeev, and State Duma deputies, Igor Bikeev participated in determining the vectors of international cooperation and the protection of human dignity for decades to come. The international forum "Nuremberg Imperative: Human Dignity - The Foundation of World Order" was also announced during the event.

      Technologies should not blur the Constitution

      Speaking before federal media, Igor Bikeev raised the acute issue of the relationship between rapid technological development and the constitutional order of the Russian Federation. The first vice-rector of the Kazan Institute of Management emphasized that the processes of digitalization should not blur the established fundamental rights and freedoms of citizens.

      The speaker paid special attention to the clear zoning of areas where the final decision must unconditionally remain with humans, regardless of the quality and accuracy of algorithms.

      "There are areas where the decision must remain human, regardless of the quality and accuracy of the systems: the life and nature of a person, central issues of justice, legislation, governance, meaning-generating cultural production, and personality development," Igor Bikeev stated.

      He also formulated absolute "red lines" that know no exceptions: the inadmissibility of allowing autonomous systems to control weapons of mass destruction and other means of irreversible harm.

      The participation of the first vice-rector of the Kazan Institute of Management in such a high-level discussion confirms the status of the Kazan Institute of Management as a leading scientific and educational center, whose experts not only analyze current challenges but also propose conceptual solutions for state policy.
