      Residents of Kazan reported about a cat with kittens that were trapped in the basement of an apartment building. According to eyewitnesses on social media, the animals have been there for several days after the homeowners' association installed grates on the vents. Residents informed the management company about the situation, but according to them, there has been no response so far. The city administration stated that the installation of grates and the protection of premises from animal intrusion should be handled by the management company. The absence of such grates, as noted by the administration, is a violation of the Rules for the Maintenance of Common Property in an Apartment Building. As advised by the city administration, in a building managed by a homeowners' association, residents should contact the chairman of the association to help free the animals from the basement by going down through the door together with him.
