"Salary in an envelope": why it is important to receive a "white" salary and how to control it
Receiving a salary "in an envelope" seems "beneficial" only at first glance. In reality, it deprives the employee of social guarantees, stability, and confidence in the future. Employers who pay salaries "in an envelope" evade taxes and contributions, thus robbing not only the state but also their employees. Employees receiving salaries in this format are limited in exercising their rights. Risks for employees include:
- non-payment of sick leave and vacation,
- lack of additional pay for extra working hours,
- dismissal without receiving full wages,
- loss of the right to receive a decent pension,
- restrictions on the use of social and property deductions,
- denial of social benefits in case of accidents,
- risk of denial of loan approval for the required amount.
In the Republic of Tatarstan, thanks to the active work of interdepartmental commissions, thousands of workers have received official employment, which has positively impacted the region's budget. Many employers have legalized salaries, bringing an additional 204 million rubles in personal income tax and 706 million rubles in insurance contributions to the budget over 5 months of 2026. 85% of employers who had risks regarding paying their employees below the minimum wage and below the industry average for the corresponding type of economic activity and who were heard in the commissions increased payments to employees.
Every citizen can monitor the payment of taxes and contributions from their salary through the "Personal Account for Individual Taxpayers" service on the FNS website, in the "Income" section.
If your employer refuses to pay your salary officially, you can contact:
• the court with a claim;
• the district prosecutor's office at the employee's place of residence or the employer's location;
• the state labor inspection;
• the tax inspectorate at the employer's location or the employee's place of residence.
