The First Vice-Rector, Vice-Rector for Research at the V.G. Timiryasov Kazan Innovative University, Professor Igor Bikeyev, spoke at a meeting of the Federation Council's Commission on Information Policy and Interaction with the Media. The meeting was dedicated to the topic "A Person as the Author of the Information Revolution or as a Slave of the Information Revolution? Searching for Balance" and the discussion of the report "The Spirit of Victory and the Global Humanitarian Agenda."
The discussion included the chairman of the commission A.K. Pushkov, advisor to the President of Russia - chairman of the Council under the President of the Russian Federation for the Development of Civil Society and Human Rights V.A. Fadeev, director of the Department of Information and Press of the Russian Foreign Ministry M.V. Zakharova, special representative of the President of the Russian Federation for international cooperation in the field of information security A.R. Lyukmanov, other experts, government and public figures, and leaders of IT companies.
Negative aspects and risks of using artificial intelligence (AI) were discussed, including excessive reliance on it as a miraculous means of solving all problems, the danger of transferring to AI the right to make decisions on key issues, and the deterioration of intellectual abilities in people who misuse AI.
Igor Izmailovich spoke about the fact that transferring the decision-making function to AI creates a zone of structural irresponsibility, where everyone nods at each other, and there is no one to hold accountable. Ultimately, for all actions of AI, a specific person who developed or uses it should be held responsible, not a soulless entity.
The position of the Vice-Rector of KIU was supported by the participants of the meeting. As a result, a decision was made to prepare specific solutions for the regulatory framework governing the use of AI.
