Garage amnesty is planned to be extended until 2031.

      The State Duma has adopted in the second reading a bill to extend the "garage amnesty" until September 1, 2031. In Tatarstan, this mechanism has already formalized more than 25,500 garages and the plots beneath them. Residents of Tatarstan will be able to use the simplified procedure for registering garages and the land beneath them for a longer period. The State Duma supported the bill in the second reading to extend the "garage amnesty" for another five years — until September 1, 2031. The Rosreestr of Tatarstan reminded that the first law on "garage amnesty" No. 79-FZ has been in effect since September 2021. It was adopted at the initiative of Rosreestr. In the first six months of this year, almost 1,600 plots of land and 1,015 garages were registered in the republic through the simplified procedure. Overall, during the law's operation, residents of Tatarstan have registered about 10,000 garages and more than 15,600 plots beneath them. Lilia Burganova, Deputy Head of Rosreestr of Tatarstan, noted that the law has a social focus. It allows for the free and maximally simplified registration of garages built before the implementation of the Urban Planning Code of the Russian Federation — before December 29, 2004, as well as the land beneath them. The proposal to extend the mechanism until 2031 was made by deputies of the "United Russia" party. This will allow citizens who have not yet had the opportunity to take advantage of the amnesty to formalize their property. State Duma deputy and coordinator of the federal project "Entrepreneurship" of the "United Russia" party, Alfiya Kogogina, emphasized that it is important to give people the opportunity to calmly formalize their rights to garages and land, so that they can then legally dispose of this property. She clarified that the amnesty applies to capital garages built before the end of 2004, provided they are not recognized as unauthorized constructions.
