In Tatarstan, they want to create a commission for economic sustainability during the state of martial law.
In Tatarstan, plans are underway to create a commission on issues related to enhancing the resilience of the economy during mobilization, martial law, and wartime. The corresponding draft resolution of the Tatarstan government is undergoing anti-corruption expertise. At the same time, it is proposed to abolish the existing commission on the sustainability of organizations functioning during wartime and emergencies, which has been in place since 2017, and to create a new one, meaning that "emergencies" will be removed from the commission's name. Judging by the document, the focus has completely shifted to enhancing the resilience of the economy during mobilization, martial law, and wartime. The new commission will address civil defense tasks — ensuring the operation of organizations necessary for the survival of the population in difficult conditions. The commission will become a permanent body. Its activities will be regulated by the Constitution of the Russian Federation and Tatarstan, as well as federal and republican laws. The main task of the commission is to plan and implement measures that will enhance the resilience of economic facilities. Areas of work include:
- placement of settlements and infrastructure facilities;
- conducting comprehensive camouflage during the threatened period;
- increasing the reliability of energy and water supply;
- developing engineering and technical measures for civil defense;
- planning emergency rescue operations;
- creating reserves of material and technical resources;
The commission will also conduct research, develop proposals to enhance the resilience of the economy, and participate in exercises and training. The composition of the commission will be formed from representatives of republican and territorial executive authorities. The Ministry of Economy of Tatarstan will oversee the implementation of the resolution.
In June, rules for the operation of enterprises during wartime were developed in Tatarstan. Factories will be required to independently develop plans for the protection of production and their facilities, as well as finance the process at their own expense. Special attention in the regulations is given to the threat from unmanned aerial vehicles. Companies will need to forecast the impact of strike UAVs of aircraft and helicopter types, kamikaze drones, and quadcopters.
Recall that earlier, Finance Minister Anton Siluanov stated that Russian enterprises in the fuel and energy complex, which are currently most often subjected to drone attacks, have sufficient means to independently ensure their security from UAV attacks. The state does not intend to create any special funds for these purposes.
