According to him, Kazan is growing in population every year, which increases the load on the healthcare system. To improve the accessibility and quality of medical care in the city, new facilities are being built, existing buildings are being renovated, engineering networks are being updated, and institutions are being equipped with modern equipment. The work is being carried out as part of a federal project to modernize the primary healthcare sector with the support of the President of Tatarstan, Rustam Minnikhanov. For instance, the renovation of the outpatient clinic at the Veterans Hospital is ongoing, with the facility's readiness at 65%. The heating, water supply, and sewage systems have already been replaced, and finishing works are currently underway.

      At City Clinical Hospital No. 2, the major renovation of the inpatient department and the re-equipping of the admission and diagnostic department for the installation of heavy diagnostic equipment is ongoing, with the facility's readiness at 51%. Additionally, the installation of the oxygen pipeline has been completed, and the construction of a ramp for ambulances is in progress.

      In Central City Clinical Hospital No. 18, the gym for therapeutic exercises, the procedural room of the ENT department, the psychological relief room, the neurological rehabilitation department, and the procedural room of the therapeutic department have been renovated. The work readiness is at 63%. At the same time, the construction of a new admission and diagnostic department is ongoing, with its readiness reaching 54%.

      In City Hospital No. 16, 75% of the work has been completed. Currently, the facade is being renovated, and finishing and plumbing works are underway. The facility is expected to be completed in the third quarter of 2026.

      In City Hospital No. 12, the preparation of premises for the installation of heavy medical equipment has been completed. The computed tomography scanner has already been put into operation and is accepting patients. Work is also ongoing to install a bone densitometry machine costing 35 million rubles, with readiness at 95%.

      A separate focus remains on the major renovation of children's milk kitchens. The three-year program is scheduled until 2027. To date, work has been completed at nine facilities – in the departments of Children's City Clinical Hospital No. 7, children's clinics No. 2, 6, 7, 9, and 11, as well as in the Children's Republican Clinical Hospital. In 2027, it is planned to complete the renovation of two more facilities – in the Novo-Savinovsky and Kirovsky districts.

      Among the prospective projects, Ilnaz Akhmadiev mentioned the major renovation of City Clinical Hospital No. 11 on Maksimov Street, where it is planned to update the inpatient department, the kitchen block, and build a two-story extension to the emergency department.

      Also, in the residential complex "Seventh Heaven" in the Soviet district, the construction of an adult and children's clinic for 400 visits per shift is planned. It will become a branch of Central City Clinical Hospital No. 18 and Children's Clinic No. 6. The implementation of the project will depend on the resolution of the funding issue.

      Summarizing the discussion, the mayor of Kazan, Ilsur Metshin, noted that over the past 20 years since the millennium of the city, more than 70 billion rubles have been invested in the development of the capital's healthcare, and the number of built and major renovated facilities has exceeded one hundred. At the same time, according to him, the main task today remains attracting and retaining medical personnel.

      "You can build any beautiful hospitals, clinics, and milk kitchens, but the issue of personnel, high-class specialists, remains the biggest challenge today," the mayor emphasized.
