Economist Prodanova explained who can receive a subsidy for housing and utility payments.

      Russians are entitled to a subsidy for housing and communal services if their expenses for utilities exceed the established threshold of the family's total income in the region. This was reported to RIA Novosti by Natalia Prodanova, a professor at the Department of State and Municipal Finance of the G.V. Plekhanov Russian Economic University. According to her, the subsidy is provided to those whose housing and utility expenses exceed the permissible level in the family's total income. In Moscow, the threshold is set at 10%, in St. Petersburg – 14%, and the federal maximum is 22% of the family's total income. The income calculation includes the earnings of all registered and actually residing individuals at the address who pay for utilities through a single payment document. The economist listed the conditions for receiving the subsidy. The applicant must have Russian citizenship (with exceptions for citizens of Belarus and Kyrgyzstan with permanent registration in the Russian Federation), be the owner, tenant under a contract, or a member of a housing cooperative with permanent registration in the housing. Prodanova noted that when assigning the subsidy, the regional standard of normative area is taken into account. In Moscow, the norm for single residents is 33 square meters, for a family of two – 42 square meters, and for three or more – 18 square meters per family member, so compensation for elite large apartments will not be possible. Additionally, the applicant must not have confirmed court debts for utilities over the past three years, or must provide a valid installment repayment agreement. The right to the subsidy must be confirmed every six months by providing current data on income, family composition, and absence of debts. Automatic renewal is not provided.
