The State Duma proposed to reduce the personal income tax to 9% for young specialists.
The State Duma has prepared a draft law to reduce the actual income tax rate (NDFL) to 9% for young specialists and citizens who care for the elderly and disabled. The document is planned to be sent for review to the Government of Russia, reports RIA Novosti. The authors of the initiative are the head of the State Duma committee on labor, social policy, and veterans' affairs, Yaroslav Nilov, and deputy Dmitry Gusev. Amendments are proposed to be made to the Tax Code of the Russian Federation. According to the draft law, citizens up to 30 years old inclusive will be able to receive a refund of part of the tax paid during the first three years after obtaining their education, as well as Russians caring for first-group disabled individuals or people over 80 years old who require constant care. The benefit will be calculated as the difference between the actually withheld NDFL and the tax calculated at a rate of 9%. It will apply to income from labor and civil law contracts. Citizens with an annual income of no more than 2.4 million rubles and an average per capita income of the family not exceeding two regional living minimums will be able to take advantage of the proposal.
