      A new division may be established in the executive committee of the capital of Tatarstan – the Urban Forestry Department. The project of the corresponding decision by the Kazan City Duma is currently undergoing anti-corruption expertise. The municipal state institution will be responsible for the use, protection, conservation, reproduction, and forestry of urban forests, as well as for the implementation of municipal forest control. In particular, the department will act as a municipal customer for contracts related to forestry, engage in environmental protection activities within its competence, participate in the elimination of unauthorized dumps, prepare documents for the creation and liquidation of forestry units in the city, carry out forest management activities, keep records of timber harvested by citizens for personal needs, organize municipal expertise of forest development projects, conduct municipal forest control, be responsible for organizing fire safety measures in forests, and so on. Furthermore, this new institution will prepare municipal legal acts on establishing the fee rate per unit volume of forest resources and the fee rate per unit area of forest land owned by Kazan for the purpose of its lease, as well as on establishing the fee rate per unit volume of timber, issue orders to individuals and legal entities, individual entrepreneurs to eliminate identified violations with specified deadlines for their execution, and participate in court disputes within its competence, including on behalf of the city executive committee.

      It is expected that the head of the Urban Forestry Department will be appointed by the head of the Kazan executive committee under a contract concluded in accordance with the legislation.
