The national messenger "Max" will remain a permanent part of Russia's digital ecosystem, and the creation of a proprietary messenger within "Gosuslugi" is not planned. This was stated by the Minister of Digital Development of the Russian Federation, Maksut Shadayev, at the VII All-Russian Forum "Digital Evolution" in Kaluga. According to Shadayev, in the future, the "Gosuslugi" portal should transform into a large social media platform. Today, the Ministry of Digital Development will present a new product development concept for this service to the regions.

— At a closed meeting with digital transformation leaders in the regions (RCT), we will discuss and present the new concept of "Gosuslugi." For now, we are not ready to do this publicly, but we will discuss it with the regions today. I can say that this concept does not include a messenger, and "Max" will remain in our lives forever, the minister noted.
The "Max" messenger was launched in March 2025 under the initial name Max, which was changed to the Russianized "Max" in April 2026.
