Brief rain in places, thunderstorms during the day and evening. Fog in places at night and in the morning. Southwest wind 6-11 m/s, gusts up to 15-17 m/s during the day and evening. Minimum air temperature at night +11..+16˚. Maximum air temperature during the day +18..+21˚. Unfavorable meteorological phenomena were forecasted for the past day: fog. The forecast was partially justified. Over the past day, mostly clear weather without precipitation was observed. Maximum air temperatures yesterday during the day were +22..+25˚, and minimums last night ranged from +7 to +15˚. On August 13, 2026, according to the data from the remote monitoring information system of the Federal Forestry Agency and the Federal State Budgetary Institution "UGMS of the Republic of Tatarstan," a fire hazard class of 1 is forecasted for the forests in the Republic of Tatarstan, including in the Kaybitsky MR. The likelihood of emergencies (incidents) related to man-made fires (including household gas explosions), carbon monoxide poisoning, as well as accidents in housing and communal services remains. According to the notification from JSC "Network Company" dated August 12, 2026, due to work being carried out on the Kazan and Southeast electrical networks, there may be disruptions in the power supply to category I consumers and enterprises providing living conditions for the population.       7.2. Natural sources of emergencies (incidents)

      There remains a high probability of emergencies (incidents) in the power supply systems related to damage (breakage) of power lines and communication lines, collapse of weakly reinforced, large-format structures, falling of old trees and tower cranes (Source of emergencies (incidents) – wind gusts up to 15-17 m/s, thunderstorms). There remains a high probability of damage to objects not equipped with lightning protection, including buildings and people from atmospheric electricity discharges (lightning) (Source of emergencies (incidents) – thunderstorms). There remains a high probability of emergencies (incidents) related to aviation incidents and disruptions in the operation of airports and helicopter pads (Source of emergencies (incidents) – wind gusts up to 15-17 m/s, thunderstorms, fog). There remains a high probability of emergencies (incidents) related to road traffic accidents (Source of emergencies (incidents) – fog, non-compliance with traffic rules). There remains a probability of emergencies (incidents) related to the operation of small and cargo vessels (Source of emergencies (incidents) – wind gusts up to 15-17 m/s, thunderstorms, fog, violation of technical standards and rules for the use of water bodies for navigation by vessel operators). There remains a probability of emergencies (incidents) related to the burning of grass and garbage (including landfills), thermal anomalies, fire spreading to residential houses, economic, garden, and summer cottage buildings, economic facilities, as well as adjacent forest resources (Source of emergencies (incidents) – wind gusts up to 15-17 m/s, thunderstorms, violation of fire safety requirements when using open flames). There remains a probability of emergencies (incidents) on water bodies resulting in loss of life (Source of emergencies (incidents) – non-compliance with behavior rules on water bodies).

      8. Recommended preventive measures for the executive authorities of the Republic of Tatarstan, local self-government bodies, heads of ministries, departments, organizations (in connection with unfavorable meteorological phenomena):

      organize timely notification and information for the population, work with the media, including posting forecast information on the official websites of municipal entities or internet links to information sources (official websites of the Federal State Budgetary Institution "UGMS of the Republic of Tatarstan," the Main Directorate of the Ministry of Emergency Situations of Russia for the Republic of Tatarstan, Tatmedia); ensure control over the timely informing of the population about forecasted meteorological phenomena, the threat of emergencies, and the order of actions; together with organizations servicing the housing stock, carry out measures to ensure the safe operation of gas equipment; organize the implementation of measures in accordance with the order of the Emergency Situations Commission and Civil Defense of the Republic of Tatarstan dated May 29, 2026, No. 11-26p "On additional measures to ensure the safety of children's recreation and health facilities during the summer health campaign of 2026"; organize the dissemination of forecast information to the heads of institutions with a large number of children, including children's health camps, organizers of excursion and tourist routes, with the necessary preventive measures to reduce the risk of emergencies; organize the implementation of measures in accordance with the order of the Emergency Situations Commission and Civil Defense of the Republic of Tatarstan dated May 26, 2026, No. 10-26p "On ensuring the safety of citizens on water bodies during the swimming season of 2026"; organize the implementation of measures in accordance with the order of the Emergency Situations Commission and Civil Defense of the Republic of Tatarstan dated July 23, 2026, No. 06-26p "On additional measures to prevent loss of life on water bodies during navigation and swimming season of 2026"; organize the operation of temporary rescue posts in places of mass bathing and provide them with necessary rescue equipment; organize the implementation of measures in accordance with the Resolution of the Cabinet of Ministers of the Republic of Tatarstan dated February 13, 2026, No. 98 "On measures to ensure fire safety in the Republic of Tatarstan in 2026"; organize work with the media, including official websites of municipal entities, to inform the population about fire safety measures and fire prevention. Pay special attention to:

      the placement of preventive materials (guides, instructions, infographics);

      coverage of fire hazard situations and measures taken;

      interaction with local media to disseminate preventive information;

      organize the necessary preventive measures for cleaning existing drainage channels, drainage systems, and water-passing pipes;

      monitor water levels at HPPs, rivers, and reservoirs to take timely measures to prevent flooding of territories and settlements;

      ensure control over the movement of organized groups of children by car, bus (school) transport;

      JSC "Network Company" of the Republic of Tatarstan, in case of emergency power outages, ensure interaction between the departmental duty dispatch service and the operational duty service of the Main Directorate of the Ministry of Emergency Situations of Russia for the Republic of Tatarstan and ensure immediate response of emergency recovery teams in case of emergency outages in settlements and facilities;

      The Ministry of Construction, Architecture, and Housing and Communal Services of the Republic of Tatarstan, organizations and services of housing and communal services should control the readiness of backup power sources and means of their delivery to the place of possible application, ensure the stability of life support systems under unfavorable meteorological conditions, and the readiness of emergency recovery and repair services to eliminate their consequences;

      The Ministry of Transport and Road Economy of the Republic of Tatarstan, road services of the republic should ensure uninterrupted traffic on highways, paying special attention to controlling the movement of organized groups of children by road transport;

      The State Traffic Safety Inspectorate of the Ministry of Internal Affairs of the Republic of Tatarstan should monitor the movement of vehicles on the roads of the republic;

      The Ministry of Education and Science of the Republic of Tatarstan, the Ministry of Sports of the Republic of Tatarstan, and the Ministry of Youth Affairs of the Republic of Tatarstan should monitor the movement of buses carrying organized groups of children on the roads of the republic and control their return to destinations, as well as prohibit the operation of buses with faulty receivers of the "Glonass" system;

      The Unified Dispatch Service, dispatch services of economic facilities and functional subsystems should ensure timely delivery of daily operational forecasts to local self-government bodies, as well as organize control over the implementation of a set of preventive measures to reduce the risk of emergencies and mitigate their consequences.
