      Accelerate the construction of a new landfill in the Western zone — this instruction was given today by Ilsur Metshin at the session of the Kazan City Duma. Another topic of discussion was the rooftop boilers of apartment buildings. They were proposed to be included in the capital repair program. The topic will be continued by Ralina Abramova. This boiler was built in 1998. Thanks to it, residents of 116 apartments receive heat and hot water. Its service life has long expired, but it is still functioning properly. Several times a year, engineers purchase necessary parts — pumps, valves, and restore heat exchangers. "Every year and throughout the year we repair it; there are units that are indeed outdated, and we replace them. I think it will serve for another two years. Because the service life has expired according to all passports," says Mikhail Shorshev, deputy director of the management company "Service Garant." Residents with their own boilers only pay for gas and electricity, and their heating bills are about 2.5 times lower than those of consumers of centralized networks. However, their tariff does not include money for the repair or replacement of boilers. In Kazan, there are 21 rooftop boilers that provide heating and hot water to dozens of multi-story buildings. Their equipment is long outdated — some parts are over forty years old, and spare parts for them are no longer produced. The problem is proposed to be solved by the example of Moscow — to remove rooftop boilers from the common property of the house and transfer their maintenance to specialized organizations. However, this requires the consent of the residents. Another option is to establish a separate tariff for the maintenance of the boilers. "We will try to find solutions with the help of the deputy corps. We plan to initiate an appeal to the Government of the Russian Federation and the Ministry of Construction of Russia, as we cannot move this issue at our level for now," says Iskander Giniyatullin, deputy head of the Kazan executive committee. A separate topic of the session is the critical situation with the "Vostochny" landfill. Kazan produces almost two thousand tons of waste daily, but the landfill accepts waste not only from Kazan. "Unfortunately, all the garbage is brought to us from neighboring districts. This is the result of the fact that the heads of municipalities have not dealt with this issue. To date, they lack landfills, and all the garbage — this is not why the landfill was built, not why we worked for tomorrow, to collect garbage from the whole republic," says Kazan Mayor Ilsur Metshin.

      Until the problem is fundamentally resolved, Ilsur Metshin ordered to accelerate the work on the construction of the landfill in the Western zone.
