      Variable cloudiness. Scattered light rain at night. Light rain in the morning and daytime, locally moderate. Isolated thunderstorms; fog at night and in the morning. Southwesterly wind shifting to northwesterly 6–11 m/s, locally gusting up to 14 m/s, with short-term increases to 15–20 m/s during thunderstorms. Minimum air temperature at night +11..+15 °C. Maximum air temperature during the day +16..+2 °C.

      Adverse meteorological phenomena were forecast for the past 24 hours: fog.

      Over the past 24 hours the republic experienced very warm weather, with short-term rain showers and thunderstorms in the evening and at night. The forecast was partially confirmed.

      The share of forecasts of emergencies/incidents that were confirmed during the past 24 hours was 100%.

      As of 02.09.2025, classes 1–2 of forest fire danger are observed across the territory of the Republic of Tatarstan.

      For 03.09.2025, according to the data of the Federal Forestry Agency’s remote monitoring information system and the Federal State Budgetary Institution “Hydrometeorological Center of the Republic of Tatarstan”, class 1 forest fire danger is forecast for the territory of the Republic of Tatarstan:

      1st class (no fire hazard) of forest fire danger in 45 municipal formations, including Kaybitsky Municipal District.

      There remains a likelihood of emergencies/incidents associated with man-made fires (including domestic gas explosions), carbon monoxide poisoning of people, and accidents at housing and communal services facilities. Source of emergencies/incidents — violations of fire safety when using electrical appliances, equipment wear, violations and noncompliance with production-technological norms and rules for operating gas equipment, and noncompliance with fire safety rules.

      In accordance with the notification from JSC “Setevaya Kompaniya” dated 02.09.2025, due to works on the Bugulma and Almetyevsk electrical networks, interruptions in power supply to Category I consumers and enterprises that provide for the population’s living conditions are possible.       7.2. Natural sources of emergencies/incidents

      There remains a high probability of emergencies/incidents on power supply systems associated with damage (breakage) of power transmission lines and communication lines, collapse of weakly secured large-format structures, falling of decayed trees and tower cranes. Source of emergencies/incidents — thunderstorm, wind gusts up to 15–20 m/s.

      There remains a high probability of emergencies/incidents related to aviation incidents and disruptions in the operation of airports and helipads. Source of emergencies/incidents — thunderstorm, fog, wind gusts up to 15–20 m/s.

      There remains a high probability of an increase in the number of road traffic accidents on the republic’s roads. Source of emergencies/incidents — wind gusts up to 15–20 m/s, fog, noncompliance with traffic rules.

      There remains a high probability of damage to objects not equipped with lightning protection, including buildings and people, by atmospheric electric discharges (lightning). Source of emergencies/incidents — thunderstorm.

      There remains a high probability of emergencies/incidents related to the operation of small, cargo and passenger vessels. Source of emergencies/incidents — strong wind waves, fog, noncompliance by navigators with technical regulations and rules for using water bodies for navigation.

      There remains a high probability of emergencies/incidents on water bodies with fatalities. Source of emergencies/incidents — noncompliance with rules of conduct on water bodies.

      8. Recommended preventive measures to the executive authorities of the Republic of Tatarstan, local self-government bodies, heads of ministries, agencies and organizations (in connection with adverse meteorological phenomena):

      - ensure control over timely alerting and informing the population about the forecast meteorological phenomena, the threat of emergencies and the procedures to follow;

      - pay special attention to timely alerting and informing the population, as well as to working with the media;

      - check the readiness of municipal automated centralized public alert systems;

      - check the readiness of temporary accommodation, heating and feeding points;

      - together with organizations servicing the housing stock, carry out explanatory work with consumers (subscribers) of natural gas on safe household gas use and maintaining gas equipment in proper condition; implement measures to ensure the safe operation of gas equipment;

      - ensure that forecast information is communicated to heads of institutions with mass presence of children, organizers of excursion and tourist routes, and implement necessary preventive measures to reduce the risk of emergencies;

      - control the movement of organized groups of children by car and bus (school transport);

      - organize implementation of measures in accordance with the decision of the Emergency Commission and the Fire Safety Commission of the Republic of Tatarstan dated 17.03.2025 No. 03-25 “On preparation for the fire-hazardous season”;

      - organize implementation of measures in accordance with the order of the Emergency Commission and the Fire Safety Commission of the Republic of Tatarstan dated 26.05.2025 No. 07-25r “On ensuring the safety of citizens on water bodies during the 2025 bathing season”;

      - continue operation of temporary rescue posts at places of mass recreation near water bodies and on beaches with duty staff from territorial units of the Regional Public Organization “OSVOD of the Republic of Tatarstan”;

      - continue operation of mobile patrol groups for mass recreation sites near water bodies and reservoirs located in rural areas;

      - organize implementation of measures in accordance with the Decree of the Cabinet of Ministers of the Republic of Tatarstan dated 13.02.2025 No. 81 “On measures to ensure fire safety in the Republic of Tatarstan in 2025”.

      The State Traffic Inspectorate Directorate of the Ministry of Internal Affairs for the Republic of Tatarstan shall ensure monitoring of vehicular traffic on the republic’s roads;

      The Ministry of Transport and Road Economy of the Republic of Tatarstan and the republic’s road services shall ensure uninterrupted movement of transport on highways, with special attention to controlling the movement of organized groups of children by motor transport;

      The Ministry of Education and Science of the Republic of Tatarstan, the Ministry of Sports of the Republic of Tatarstan and the Ministry for Youth Affairs of the Republic of Tatarstan shall monitor the movement of buses carrying organized groups of children on the republic’s roads and ensure their return to destinations, and shall prohibit operation of buses with faulty GLONASS receivers;

      JSC “Setevaya Kompaniya” of the Republic of Tatarstan, in the event of emergency shutdowns of facilities, shall ensure interaction between the departmental duty dispatch service and the Duty Dispatch Service (ODS) of the Main Directorate of the Russian Ministry of Emergency Situations for the Republic of Tatarstan and ensure immediate response by emergency-recovery crews in the event of emergency outages in settlements and facilities;

      The Ministry of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan, housing and communal services organizations and services shall control the readiness of backup power sources and means of delivering them to possible points of use, ensure the resilience of life-support systems under the complex of meteorological phenomena and the readiness of emergency-recovery and repair services to eliminate their consequences;

      The Unified Duty Dispatch Service (EDDS), dispatch services of economic facilities and functional subsystems shall ensure timely delivery to local self-government bodies of the daily operational forecast, and shall organize control over the implementation of the set of preventive measures to reduce the risk of emergencies and mitigate their consequences.
