      With the beginning of autumn in Russia, several legislative and organizational innovations concerning education, protection of citizens from fraud and the labor sphere will come into effect. The changes are aimed at increasing the safety of Russians, improving working conditions and modernizing school education. Here’s what will change from September 1, 2025.

      What will change for schoolchildren

      One of the key innovations is the introduction of unified federal educational standards covering all levels of school education: primary, basic and upper secondary. The new standards also imply the standardization of lesson schedules. For each level of schooling—primary, basic and senior school—several model schedule options will be proposed. They can be viewed on the official website of the Ministry of Education of the Russian Federation (edu.gov.ru). In addition, a reduction in the amount of homework and testing is planned, which should reduce the load on students and give them more time for recovery and self-development.

      Measures against fraudsters: new banking rules

      From autumn banks will receive additional obligations to analyze ATM operations. Financial institutions must now pay attention to non-standard customer actions—for example, attempting to withdraw cash using a QR code instead of a traditional bank card. Such actions may be regarded as potentially fraudulent. If a bank suspects that a client is acting under duress, a restriction will be introduced: for 48 hours it will be possible to withdraw no more than 50,000 rubles per day. This will provide time to verify and protect the client’s funds. According to State Duma Chairman Vyacheslav Volodin, this measure is aimed at preventing fraud and preserving citizens’ personal savings.

      Self-imposed ban on obtaining loans now available at MFCs

      From September 1, a self-imposed ban on being issued loans can be arranged not only online via the Gosuslugi portal, but also in person at multifunctional centers (MFCs) across the country. This option allows citizens to independently protect themselves from possible loans being taken out in their name—especially relevant for elderly people and those who have previously faced attempts at fraud.

      Night work: minimum surcharge

      From September 2025, a minimum surcharge for night work of at least 20% of the hourly tariff rate or the salary equivalent will be established in all sectors. The rule applies to work during the period from 22:00 to 06:00 and is intended to ensure fair pay for work at night. This requirement becomes mandatory for all employers regardless of the field of activity.

      Teenagers can be officially hired to work on weekends

      Also from September 1 the rules for employing teenagers are changing. Now minors aged 14 to 18 will be able to work not only during vacations but also on weekends and public holidays. However, such employment is possible only within student brigades or through the direction of employment services. For teenagers under 16, the consent of one parent will be required. Children under 14 can still participate in labor activities only in the fields of culture and sports—such as theatrical productions, circus shows and sporting competitions. In addition, teenage employees will be exempt from having to serve a probationary period, and their dismissal will only be possible after agreement with the labor inspectorate and the commission on juvenile affairs.

      New "Second Hand" service: confirmation of large transactions

      From September a mechanism for additional verification of banking operations—the so-called “Second Hand” system—will come into effect. The essence of the service is that the client appoints a trusted person who confirms suspicious actions on the account. How it works: when attempting to transfer a large sum the bank sends a notification to the trusted person. They have 12 hours to approve or reject the operation. Guarantees: if the operation is approved and later turns out to be fraudulent, the bank bears no responsibility. But if confirmation is not received and the transfer still goes through, the organization must return the money, provided that the recipient was on the list of suspected persons.

      The fight against fraud continues

      According to State Duma deputy Leonid Slutsky, fraudsters continue to pose a serious threat, especially to vulnerable categories of citizens. He noted that thanks to measures by the Central Bank last year more than 72 million attempts at theft were prevented, totaling over 13 trillion rubles. Work to protect citizens from financial crimes, he said, will continue.

      Safety tips

      To additionally protect yourself from fraudsters, experts advise:

      — not to give bank card details to third parties;

      — set limits on transfers and cash withdrawals;

      — avoid clicking unknown links;

      — do not engage in conversations with “bank employees” by phone—it's better to end such calls immediately.
