      Head of the Executive Committee of the Buinsky Municipal District of the Republic of Tatarstan

      The Competition Commission for holding a competition to fill the position of Head of the Executive Committee of the Buinsky Municipal District of the Republic of Tatarstan announces the holding of a competition to fill the position of Head of the Executive Committee of the Buinsky Municipal District of the Republic of Tatarstan.

      The competition is held under the following conditions:

      1) The candidate for the position of Head of the Executive Committee must have:

      a) Russian Federation citizenship;

      b) higher professional education in the specialty “state and municipal administration” or higher professional education;

      c) length of municipal service in chief or leading municipal positions of municipal service or in equivalent positions of civil service, or work experience in the specialty of at least five years;

      d) management experience of at least five years (management activity is understood as work in positions of head, deputy head of an organization regardless of ownership, a state body, a local self-government body, as well as positions of heads of their structural subdivisions);

      e) the following business qualities and skills to the extent necessary to perform the duties of the Head of the Executive Committee:

      - possession of professional knowledge, including knowledge of the Constitution of the Russian Federation, the Constitution of the Republic of Tatarstan, federal legislation and the legislation of the Republic of Tatarstan, the Charter of the Buinsky Municipal District and other municipal legal acts that regulate, among other things, matters within its competence and purview and the activities of the Executive Committee;

      - the ability to determine the strategy of socio-economic development of the municipal formation and the directions of the Executive Committee’s activities for the exercise of the powers entrusted to it, to seek new forms and methods of such activity, and to develop mechanisms for their practical implementation;

      - the ability to plan, organize and analyze their own activities, as well as the activities of the committee’s bodies and subordinates;

      - knowledge of ethical standards and the ability to apply them in official communication;

      2) the absence of any restrictions for the candidate established by legislation on municipal service for entering municipal service and serving in it.
