Putin and Aliyev will meet for the first time since last autumn — they will discuss "all pressing issues."

      The President of Russia, Vladimir Putin, will meet with the President of Azerbaijan, Ilham Aliyev, during his visit to Tajikistan. This was reported to journalists by the press secretary of the Russian head of state, Dmitry Peskov. An in-person meeting will take place for the first time since October 2024 — then the leaders held talks on the sidelines of the CIS heads of state summit.

      “In addition to the previously announced program of the visit to Tajikistan, there will be a meeting of the leaders of the Russian Federation and Azerbaijan, Vladimir Putin and Ilham Aliyev,” the Kremlin representative said (quoted by Izvestia).

      Peskov stressed that the very fact of holding talks indicates the desire of the two presidents to discuss “all pressing issues.” According to him, the Russian side’s mood ahead of the upcoming dialogue is positive.

      Putin has already arrived in Tajikistan. He was met at the plane's steps by the country’s president, Emomali Rahmon. The Russian leader’s visit will last three days — until October 10. The trip’s program includes three key events: a state visit, the “Russia — Central Asia” summit, and the CIS summit. As part of the “Central Asia — Russia” forum in Dushanbe, it is planned to discuss an initiative to create a new format of interaction — CIS+.

      On the eve of the trip, Aliyev called the President of the Russian Federation and congratulated him on his birthday. He wished Putin further success in his presidential activities for the sake of the progress of the Russian state and people, and good health. The Kremlin called the conversation between the leaders very important.

      It should be recalled that Russian-Azerbaijani relations are currently in crisis. Their deterioration occurred in June this year against the backdrop of arrests in Yekaterinburg of members of the Azerbaijani diaspora who were suspected of committing a number of crimes. In addition, Baku and Moscow have been discussing the crash of an AZAL plane in December 2024. Aliyev stated his intention to turn to international judicial bodies, noting that the plane was damaged “as a result of ground fire” on Russian territory.

      At the end of July it became known that the Azerbaijani authorities had demolished a monument to Ivan Aivazovsky from the Alley of Russian Glory in Khankendi. Later, 25 monuments and busts erected in honor of prominent figures and heroes of the Great Patriotic War of Armenian origin in Khankendi were also demolished.

      In August it was reported that Aliyev had ordered $2 million to be allocated to Ukraine for humanitarian aid. In the same month he called the President of Ukraine, Volodymyr Zelensky, and condemned alleged Russian attacks on Azerbaijan-owned energy facilities.

      In September Putin and Aliyev saw each other at the parade marking the end of World War II in China. It was noted that the Russian leader greeted his colleague coldly then. Journalists also wrote that the interaction between the leaders could not be called friendly.

      Azerbaijan is a country friendly to Russia. Aliyev has met repeatedly with Putin and the Rais of Tatarstan, Rustam Minnikhanov. In October 2024 Aliyev was in the Kremlin — he took part in talks with Putin. At that time, during the conversation, the Russian president noted that relations between Russia and Azerbaijan were developing positively.
