The law has come into force.
New republican laws adopted at the thirteenth session of the State Council come into force. In particular, the Rais of Tatarstan has signed a large package of socially significant laws. Thus, orphans will be able to receive free legal assistance until they reach the age of 23 (provided they are studying at higher or secondary specialized educational institutions), conditions for receiving social support measures for veterans of labor are being adjusted, and large families will be offered a cash compensation instead of land plots. In addition, a law aimed at supporting participants in the special military operation, simplifying employment requirements for municipal service, has come into force. Large families in Tatarstan will be able to receive cash compensation instead of land plots
On October 14 Law No. 65-ZRT “On Amendments to Articles 32 and 321 of the Land Code of the Republic of Tatarstan” comes into force.
According to the law, with their consent large families permanently residing in Kazan and Naberezhnye Chelny may be provided a monetary payment instead of a land plot.
At present, 27,580 large families who are not provided with land plots are registered with local self-government bodies. The most difficult situation is in Kazan (8,518 families) and Naberezhnye Chelny (5,304 large families).
The law establishes that large families permanently residing in Kazan and Naberezhnye Chelny included in the lists of citizens provided for by paragraph 11 and Article 321 of the Land Code of the Republic of Tatarstan, who are entitled to receive a land plot for individual housing construction, for personal subsidiary farming (household plot), gardening or horticulture for their own needs, may, with their consent, be provided a monetary payment instead of a land plot.
The amount of the monetary payment is established by the Cabinet of Ministers of the Republic.
Free legal assistance will be provided to orphaned students until they reach the age of 23
On October 10 Law No. 72-ZRT “On Amendments to Article 12 of the Law of the Republic of Tatarstan ‘On Providing Free Legal Assistance to Citizens in the Republic of Tatarstan’ ” came into force.
Free legal assistance will be available to residents of Tatarstan aged 18 to 23 whose only parent or both parents died while they were studying. Requests for free legal assistance regarding the protection of the rights and lawful interests of such children can also be made by their representatives.
The cost of the patent for labor migrants will increase to 7,937 rubles 64 kopecks
On January 1, 2026 Law No. 61-ZRT “On Establishing for 2026 a Coefficient Reflecting Regional Features of the Labor Market in the Republic of Tatarstan” comes into force.
In Tatarstan, the cost of the patent for foreign workers in 2026 will increase by 8.5% and will amount to 7,937 rubles 64 kopecks.
The law provides for the introduction of a regional coefficient of 2.55 to the fixed advance payments for personal income tax of foreign citizens carrying out labor activity in the territory of the Republic under a patent while employed by individuals and legal entities. The determination of the regional coefficient is based on the ratio of the 13-percent personal income tax to the average monthly salary of foreigners. For 2026 it is forecast at 58,077 rubles.
The established coefficient will ensure tax receipts from foreign workers and will help curb “shadow” payments by providing legal entities and individual entrepreneurs the opportunity to legally employ migrants on the basis of patents.
A tax benefit is established for techno-innovation type entities
On October 1 Law No. 60-ZRT “On Amendments to Articles 3 and 5 of the Law of the Republic of Tatarstan ‘On the Property Tax of Organizations’ ” came into force.
To extend the period of a benefit established at the federal level, the law provides a property tax benefit for management companies of special economic zones of the technology-and-innovation type. The tax benefit will apply to real estate created for the implementation of agreements on the creation of SEZs and recorded on the balance sheets of SEZ management companies.
The preferential tax regime provides for payment of tax in the amount of 4.55% of the calculated tax amount for the period from 2025 to 2028, and payment of tax in the amount of 50% of the calculated tax amount for the period from 2029 to 2031.
The preferential period will operate for several years, which will allow companies to increase the investment attractiveness of the special economic zones. Ultimately, according to the law’s developers and deputies of the State Council, this measure will contribute to economic growth and to increasing the competitiveness of the national economy.
New rules are established for organizers of mass events
On October 3 Law No. 64-ZRT “On Amendments to the Law of the Republic of Tatarstan ‘On Culture’ and to Article 27 of the Law of the Republic of Tatarstan ‘On Physical Culture and Sports’ ” came into force.
The federal law adopted on September 1, 2025 introduces new rules for organizers of mass cultural events to provide normative regulation.
Now organizers are obliged to notify in advance the executive authority of the constituent entity of the Russian Federation, the local self-government body, of information about the event’s theme, venue, organizer, date and exact start time, number of spectators, and the measures taken to ensure order and safety.
To improve the quality of communications and internet on highways
On October 1, 2025 Law No. 59-ZRT “On Amendments to the Law of the Republic of Tatarstan ‘On Motor Roads and Road Activities in the Territory of the Republic of Tatarstan’ ” came into force.
The adoption of the law will optimize interaction between communications operators and owners of motor roads, accelerate the development of communications infrastructure, increase coverage areas, and improve the quality of communications on the motor roads of the Republic of Tatarstan.
The law establishes the possibility of constructing and carrying out major repairs of communications lines and communications facilities, and of operating them within the boundaries of road reserve strips and roadside strips of motor roads in accordance with urban planning legislation taking into account features established by the legislation on motor roads and road activities.
It also provides for the possibility of using land plots within the boundaries of road reserve strips for the placement of communications lines and communications facilities under conditions of public servitude.
The threshold income level for a veteran of labor to receive social support is increased
On January 1 Law No. 70-ZRT “On Amendments to Article 5 of the Law of the Republic of Tatarstan ‘On Targeted Social Support of the Population in the Republic of Tatarstan’ ” comes into force.
The law increases the threshold value of the average monthly income of a veteran of labor used to determine eligibility for social support measures from 20,000 to 23,000 rubles.
At present in the republic citizens who hold the title “Veteran of Labor” receive monthly cash payments, subsidies for communications services and for payment of housing and communal services, free dental prosthetics and hearing aid services. Social support measures for residents of Tatarstan holding the title “Veteran of Labor” are provided at the expense of the republican budget.
Benefits are provided taking into account the means-test criterion, which before the adoption of this law could not exceed 20,000 rubles.
Employees of the Bank of Russia will be able to receive the title “Veteran of Labor”
On January 1 Law No. 68-ZRT “On an Amendment to Article 1 of the Law of the Republic of Tatarstan ‘On the Procedure and Conditions for Conferring the Title ‘Veteran of Labor’ ” comes into force.
The law, in accordance with federal legislation, provides for the conferring of the title “Veteran of Labor” on persons awarded departmental badges of distinction established by the Central Bank of the Russian Federation (Bank of Russia).
The republican law makes the corresponding change to part 2 of Article 1 of the Law of the Republic of Tatarstan “On the Procedure and Conditions for Conferring the Title ‘Veteran of Labor’ ” and extends this provision to persons who were awarded the respective badge of distinction prior to the entry into force of the law.
Participants and veterans of the special operation are welcome in municipal service
On October 14 Law No. 66-ZRT “On an Amendment to Article 8 of the Code of the Republic of Tatarstan on Municipal Service” comes into force.
The law provides for lowering qualification requirements for the level of education for the highest, main and leading groups of positions in rural settlements, as well as reducing the Code’s established requirements for length of municipal service or for work experience in the specialty or field of training for filling the highest and main groups of positions.
In particular, for filling positions of the highest, main and leading groups in rural settlements the requirement is set as the availability of secondary vocational education.
For filling positions of the highest group the experience requirement is reduced to one year of municipal service and to two years of work experience in the specialty or field of training; for filling positions of the main group the requirement for work experience in the specialty or field of training is reduced to one year.
Financial provision norms for preschool, general and additional education in the republic increase by 20%
On January 1, 2026 Law No. 56-ZRT “On Approval of the Financial Provision Norms of State Guarantees for the Realization of the Right to Receive Accessible and Free Preschool Education in Municipal Educational Organizations Implementing Preschool Educational Programs in the Republic of Tatarstan for 2026 and the Planned Period of 2027 and 2028” comes into force.
On January 1, 2026 Law No. 57-ZRT “On Approval of the Financial Provision Norms of State Guarantees for the Realization of the Right to Receive Accessible and Free Primary General, Basic General, Secondary General Education, as well as Additional Education in General Education Organizations and Vocational Educational Organizations in the Republic of Tatarstan for 2026 and the Planned Period of 2027 and 2028” comes into force.
The laws approve the financial provision norms of state guarantees for the realization of the rights to receive preschool, general and additional education for 2026 and the planned period of 2027 and 2028.
Norms for general education are differentiated depending on the level and profile of education, territorial location, type of educational organization and the type of programs implemented. In preschool institutions norms are determined based on the orientation of groups, the territorial location of the preschool organization, the number of working days per week, the duration of children’s attendance, the age composition of pupils in the group, categories of pupils and their health status.
Financial provision norms in kindergartens are established per pupil or student per year; in small-size educational organizations they are established per group or per class per year.
The financial provision norms for the implementation of preschool and school educational programs, as well as additional and vocational education for 2026 have been increased by 20% compared to 2025.
