Deputies of the State Council of the Republic of Tatarstan supported a bill banning the uncontrolled feeding of stray dogs.

      The Committee of the State Council of the Republic of Tatarstan on Ecology, Environmental Management, Agro-Industrial and Food Policy supported a bill that will prohibit the uncontrolled feeding of stray animals, in particular dogs. The document was considered today at the committee meeting.

      The absence of a federal-level ban on individuals and legal entities feeding animals without owners leads to their congregation and then to uncontrolled breeding. “Human assistance leads to a new problem — an increase in the number of stray dogs in a particular area that they consider their own and defend, showing aggression and even attacking children,” the explanatory note to the bill says.

      The document was drafted by State Duma deputies from the Russian Federation Tatyana Larionova, Aidar Metshin and Ilya Volfson. It provides for a ban on feeding stray dogs in certain areas, in particular children's playgrounds and sports grounds. “In addition, the bill provides for the possibility for regional and local authorities to independently expand the list of prohibited locations by adding to it through relevant regulatory legal acts,” said Committee Deputy Chair Nazip Khazipov.

      Parliamentarians also supported a bill prohibiting individuals and legal entities from obstructing representatives of organizations that capture stray animals.
