      The main issue today is preparation for winter, and one of the primary tasks is to ensure the readiness of the housing stock. With these words the head of the Kazan executive committee, Rustem Gafarov, opened today's business Monday.

      According to the deputy head of the city executive committee for housing and communal services and civil protection, Iskander Giniyatullin, the heating season for social institutions in Kazan was started ahead of schedule on September 22, and on September 29 it began for all city residents.

      "Today residents of all apartment buildings are provided with heat. Budgetary institutions in the city are also connected to the heat supply," Giniyatullin said.

      He noted that this year the number of citizen complaints regarding the start-up of heating has dropped significantly. If last year residents filed about 20,000 complaints, this year there were roughly 14,000. Moreover, the peak of complaints fell at the end of September and the beginning of October, when there was a sharp cold snap.

      "As of today, daily resident complaints about the start-up of heating have almost disappeared," added the deputy head of the executive committee.

      "With the start of snowfalls the number of yard workers falls by 20%"

      The central topic of the meeting was preparation for the coming snowfalls. According to Giniyatullin, Kazan is experiencing a significant shortage of yard workers. At present, large management companies in the city employ 1,400 yard workers for 4,200 buildings. The area they clean is about 15.3 million square meters.

      "These 15 million square meters, given the available equipment, should be cleaned by almost 2,200 people. The shortage of yard workers is 800 people. With the start of snowfalls the number of yard workers decreases by another 20% due to the increased workload," the deputy head of the executive committee said.

      Large management companies also have 230 pieces of equipment for yard cleaning. More than 6,000 tonnes of sand-salt mixture and 350 tonnes of chemical reagent have been stockpiled.

      "Last winter showed that the available forces and means are sufficient to clean yards with average precipitation, but in the event of heavy snowfalls, contracting organizations cannot cope," Giniyatullin noted.

      According to him, management companies need to complete signing contracts for providing additional equipment for heavy snowfalls as soon as possible. In addition, all management companies and homeowners' associations (HOAs) should have a reserve of snow-removal equipment and, if necessary, provide it to residents of buildings upon their requests.

      "Where dialogue is established, residents are ready to help"

      The deputy head of the Kazan executive committee paid special attention to dialogue with residents.

      "Housing service providers must first and foremost bring all their problems to discussion with their customers. As practice shows, where dialogue is established, residents are ready to help and go out into the courtyards during anomalous snowfalls," he said.

      Giniyatullin also reminded that after a snowfall the first areas to be cleared should be driveways and entrances to courtyards, access to container sites for the removal of municipal solid waste (MSW) should be ensured, and pedestrian walkways along the building should be cleared.

      "The adjacent territory must be cleared of snow within 6 hours after it falls, snow must be completely removed from sidewalks and porches, and from roofs when the snow cover thickness exceeds 30 centimeters. If problems that cannot be solved at the management company level are identified, residents can contact the district administrations' hotlines, the 'Open Kazan' service, or the 'My Kazan' chatbot," Giniyatullin concluded.

      "No one can predict exactly what kind of winter awaits us"

      Summing up, Rustem Gafarov noted that under anomalous conditions, if courtyards are buried in snow, it will be necessary to make an immediate decision to attract additional resources for their clearing.

      "We are bringing in additional equipment, signing contracts with transport organizations in advance. And first of all the equipment is sent to clear first-category roads. No one can predict exactly what kind of winter awaits us, so it is better to arrange additional contracts in advance in case of anomalies," Gafarov said.

      He reminded that last year executive committee specialists held meetings and explained to residents the need to help during snowy winters and to include snow removal in the tariff.

      "Residents must understand when and from whom to expect help, when they need to move cars. Where there is dialogue with residents, difficult issues turn out to be solvable, and where there is none, negativity grows," the head of the executive committee emphasized.

      In conclusion he proposed that yard workers start work much earlier than 8 a.m., so that residents going to work can walk along cleared paths. He also recalled the good practice when management companies left a shovel in the building entrance so that residents could clear a parking space themselves if needed.
