Conscription into the Russian army will become year-round starting in 2026.
The State Duma passed in the third and final reading a law that allows conscription for military service to be carried out throughout the entire calendar year — from January 1 to December 31 — by presidential decree, RIA Novosti reports.
The bill, submitted to the State Duma on July 22 by deputies Andrey Kartapolov and Andrey Krasov, is aimed at streamlining the work of military enlistment offices. Previously, conscription took place twice a year: from April 1 to July 15 and from October 1 to December 31.
From January 1, 2026, the conscription of citizens not serving in the reserves will be carried out throughout the year, while dispatches to service will continue to be conducted in the same two periods. Individual dispatch dates will remain in place for certain categories of citizens.
The deadline for reporting in response to a summons from the military commissariat that has been entered into the registry may not exceed 30 days from the date it was posted. In addition, military enlistment offices will be granted the right to issue extracts from the military registration registry, including electronic versions.
Conscription commissions will be responsible for medical examinations and professional psychological screening of citizens being conscripted for service for the first time.
