A Congress of independent election observers will be convened in Russia.

      On November 23, an All-Russian Congress of Observers will be held in Moscow, organized by the "Corps 'For Clean Elections'" Movement with the support of the Presidential Grants Foundation. Independent observers who have repeatedly participated in election campaigns under the mandate of Public Chambers will come to the capital, and the event itself will be the first occasion of such scale for this professional community.

      “On the eve of the All-Russian Congress of Observers, which will take place in Moscow, interregional online seminars were held, bringing together experts and active observers from across the country… Seminar participants were able to familiarize themselves with the concept of the Congress, the specifics of the qualifying stages for those wishing to take part in the in-person event, and to sum up the results of the Single Voting Day of 2025… The Congress… is intended to become a platform for the exchange of best practices, the development of common approaches and the strengthening of the role of independent observation in Russia. Experts note that the development of the observers’ community is not just participation in specific elections, but strategic work to raise legal culture and citizens’ trust in the electoral process,” said Rafael Fakhrutdinov, head of the legal group of the Congress Situation Center.

      Lecturer and member of the Congress Situation Center Guzalya Yenikeeva said: “Special attention at the seminars was paid to the need to strengthen work in the information field. It was emphasized that in the face of modern challenges, maintaining digital tools is not simply a reflection of events, but a proactive stance aimed at shaping an objective perception of the role of independent observers…

      New approaches to strengthening and developing the observers’ community ahead of the 2026 federal campaign will be developed on the Congress platform… Participants in the selection stages in Moscow will be able not only to exchange experiences, but also to develop concrete proposals for improving the observation system, which will undoubtedly strengthen trust in the country’s electoral process.

      “The events brought together leading experts such as Alena Bulgakova, Alexander Tochenov, Alexander Brod… Special attention was paid to the need to strengthen and create a single professional platform for observers from all regions of the Russian Federation and to develop the community of participants in public monitoring,” says Timur Kakokho, Chairman of the Commission on Legal Issues and Public Oversight of the Public Chamber of the Republic of Tatarstan.

      The Congress will gather more than 700 of the country’s top public observers, whose unification is intended to serve as a starting point for the further development and strengthening of the institution of public oversight of elections.
