On the announcement of a competition to fill the position of Head of the Executive Committee of the municipal formation City of Bugulma of the Bugulminsky Municipal District of the Republic of Tatarstan

      By Decision No. 7 of the II session of the Bugulma City Council dated October 31, 2025, the decision “On announcing a competition to fill the position of Head of the Executive Committee of the municipal formation the city of Bugulma of Bugulminsky Municipal District of the Republic of Tatarstan” was adopted.

      Applications from contestants will be accepted from November 1 to November 20, 2025 inclusive at the municipality building at the address: Republic of Tatarstan, city of Bugulma, Gafiyatullina Street, building 7, office 315 (from 08:00 to 17:00 daily, from 09:00 to 11:00 on weekends), telephone: 8(85594) 4-14-41.

      The meeting of the competition commission will take place on December 2, 2025 at 09:00 in the small meeting hall (2nd floor) of the Council of Bugulminsky Municipal District at the address: Republic of Tatarstan, city of Bugulma, Gafiyatullina Street, building 7.

      The Regulations on the Procedure for Conducting the Competition to Fill the Position of Head of the Executive Committee of the municipal formation the city of Bugulma of Bugulminsky Municipal District and the draft contract can be reviewed on the official website of Bugulminsky Municipal District in the information and telecommunications network “Internet” at: http://bugulma.tatar.ru (subsection “Decisions of the City Council” of the “Documents” section), as well as at the municipality building (Republic of Tatarstan, city of Bugulma, Gafiyatullina Street, building 7, office 315).

      Requirements for a candidate for the position of Head of the Executive Committee of the municipal formation the city of Bugulma of Bugulminsky Municipal District of the Republic of Tatarstan

      1. The competition is conducted under the following conditions:

      1) the candidate for the position of Head of the Executive Committee of the municipal formation the city of Bugulma of Bugulminsky Municipal District of the Republic of Tatarstan must have:

      a) citizenship of the Russian Federation;

      b) higher education;

      c) municipal service experience of at least one year or work experience in the specialty/field of training of at least two years;

      d) managerial experience in positions of head or deputy head of an organization regardless of its form of ownership, of a state body, or a local self-government body, as well as in positions of heads of their structural subdivisions, of at least five years;

      e) the following business qualities and skills to the extent necessary for the performance of the duties of the Head of the Executive Committee:

      - possession of professional knowledge, including knowledge of the Constitution of the Russian Federation, the Constitution of the Republic of Tatarstan, federal legislation and the legislation of the Republic of Tatarstan, the Charter of the municipal formation the city of Bugulma of Bugulminsky Municipal District of the Republic of Tatarstan and other municipal legal acts that regulate, among other things, matters within the competence and authority of the Executive Committee;

      - the ability to determine the strategy for the socio-economic development of the municipal formation the city of Bugulma of Bugulminsky Municipal District and the directions of the Executive Committee’s activities in exercising the powers entrusted to it, to seek new forms and methods of such activities, and to develop mechanisms for their practical implementation;

      - the ability to plan, organize and analyze one’s own activities, the activities of the Executive Committee, its bodies and the employees subordinate to the Head of the Executive Committee;

      - knowledge of ethical norms and the ability to apply them in official communication;

      f) absence of restrictions established by the legislation on municipal service for appointment to municipal service and for its performance.

      2. Persons wishing to participate in the competition shall submit to the competition commission a personal application to which the following documents must be attached:

      1) a personally completed and signed questionnaire in the established form (Appendix No. 2 to the Procedure for Conducting the Competition to Fill the Position of Head of the Executive Committee of the municipal formation the city of Bugulma of Bugulminsky Municipal District), a color photograph sized 3 x 4 cm;

      2) the original and a copy of the passport or a replacing document;

      3) documents confirming the presence of higher education, work experience and qualification:

      - the original and a copy of the employment record book or other documents confirming the citizen’s labor (service) activity;

      - the original and a copy of documents on professional education, and, at the citizen’s request, on additional professional education, on the awarding of an academic degree, or an academic title. The contestant may additionally submit other documents characterizing his professional training;

      4) a certificate of income, expenses, property and property-related obligations for the applicant, spouse and minor children for the year preceding the year of entry into municipal service.

      The certificate is provided on paper and is filled out using the special software “Spravki BK” located on the official website of the President of the Russian Federation, a link to which is also posted on the official website of the federal state information system in the field of public service in the information and telecommunications network “Internet”. When printing the certificate, zones with service information (barcodes, etc.) are generated; making any marks on these zones is not permitted;

      5) a medical institution’s conclusion on the absence of a disease preventing entry into municipal service in the form approved by Order No. 984n of the Ministry of Health and Social Development of the Russian Federation dated December 14, 2009;

      6) documents confirming registration in the system of individual (personalized) accounting;

      7) a certificate of registration of the individual with the tax authority at the place of residence in the territory of the Russian Federation;

      8) military registration documents — for citizens in the reserve and persons subject to conscription for military service;

      9) information on the placement of information in the information and telecommunications network “Internet” in the established form (Appendix No. 3 to the Procedure for Conducting the Competition to Fill the Position of Head of the Executive Committee of the municipal formation the city of Bugulma of Bugulminsky Municipal District);

      10) consent to the processing of personal data in the established form (Appendix No. 4 to the Procedure for Conducting the Competition to Fill the Position of Head of the Executive Committee of the municipal formation the city of Bugulma of Bugulminsky Municipal District).
