      State Duma deputies sent a proposal to Russian Deputy Prime Minister Tatyana Golikova to introduce a targeted support certificate for pregnant women. The initiators of the appeal were Sergey Mironov and the chair of the State Duma Committee on the Development of Civil Society, Yana Lantratova, RIA Novosti reports.

      The letter notes that the introduction of the certificate is advisable to provide an additional measure of support. The recipient of the payment could be a pregnant woman registered with a medical organization. The funds from the certificate are intended to be used strictly for their designated purpose — to pay for medical services related to pregnancy management, including those not covered by the compulsory medical insurance system (OMS).

      Sergey Mironov emphasized that the money will be spent on tests, vitamin complexes and consultations with doctors outside OMS. According to him, the pregnancy and childbirth allowance is provided from the 28th or 30th week, whereas expenses in families arise much earlier.

      He noted that the introduction of the certificate would reduce the financial burden on families, make the spending of funds transparent and increase the accessibility of medical care.

      Yana Lantratova added that, according to VCIOM data, a significant portion of young people delay having children due to financial difficulties.

      She emphasized that current support measures only take effect from the 30th week of pregnancy or after the child’s birth, not covering early-term expenses, and stressed the need to care for women from the first days of pregnancy.

      Support for pregnant women aligns with the goals of the national project “Family.”
