The Naberezhnye Chelny City Court found 64‑year‑old businessman Valery Chulakov guilty of fraud. He was sentenced to 2.5 years in a general‑regime colony, the Prosecutor’s Office of Tatarstan reports.
“This sentence has not yet come into force,” the supervisory authority also noted.
It was proven in court that from October 2023 to February 2024 the businessman fraudulently obtained rights to land plots belonging to the Tukaevsky District. Chulakov exchanged his 25 plots, valued at over 46 million rubles, for five other plots in the same district that were worth more than 109 million. And this despite the fact that his plots had restrictions and encumbrances, meaning a house could not even be built on them. To increase their value for the subsequent equivalent exchange, the businessman asked a cadastral engineer to carry out an appraisal as if there were no existing restrictions and encumbrances. Only thanks to this deception did the transaction take place. The man managed to register ownership of those five parcels of municipal land in his name. It was calculated that this caused more than 62 million rubles in damage to the district budget.
