The Chairman of the State Committee of the Republic of Tatarstan on Tariffs spoke at the Republican meeting in the Government House of the Republic of Tatarstan.
The Chairman of the State Committee of Tatarstan for Tariffs, Renat Gaynutdinov, presented a report on current issues of tariff regulation. In his speech he outlined key results, problem areas and priorities for work in the near term.
State regulation: scope and current results
Renat Gaynutdinov reported that the State Committee regulates more than 20 areas of activity – from electric power and heat supply to transport and social services. More than a thousand organizations are under supervision, and in 2025 997 tariff decisions were made. Total regulated revenue exceeded 186 billion rubles, which is 3.4% of the gross regional product. The increase compared with last year indicates the steady development of the sectors.
Particular attention is paid to the investment component of tariffs. In 2025, 67 investment programs totaling almost 32 billion rubles are being implemented, as well as measures under the national project “Infrastructure for Life.”
Technological connection
The head of the State Committee noted the importance of using approved standardized rates when connecting facilities to utility networks. This increases predictability of costs for developers, reduces the number of unauthorized connections and generates additional funds for infrastructure development. From 2026 rates will be set only upon application by organizations, so they are advised to accelerate the preparation of documents.
Lack of tariff applications
A number of organizations in municipalities did not submit tariff applications, although they actually carry out regulated activities. According to the chairman, annual updating of tariffs is an economic necessity that helps avoid sharp increases in the future and takes into account the financial condition of enterprises. The State Committee is ready to provide methodological support.
In the field of passenger transportation, the initiator of tariff revisions is the municipal customer, but this year only seven municipalities applied. Renat Gaynutdinov emphasized the importance of timely submission of applications by municipal customers to ensure planned tariff indexation and to reflect the real financial condition of organizations.
Investment programs and infrastructure modernization
In heat supply, water supply and wastewater disposal, 58 investment programs totaling about 16 billion rubles are being implemented. Timely implementation of the investment programs ensures achievement of one of the indicators of the Memorandum on the modernization of communal infrastructure signed with the Ministry of Construction of Russia. Municipalities have been instructed to strengthen control.
Features of the 2026 tariff campaign
The Chairman of the State Committee identified three key innovations:
1. The transfer of tariff indexation to October 1, which will require accounting for cost increases from the beginning of the year in the fourth quarter.
2. An increase in the VAT rate and a reduction in the revenue threshold, which will raise tariffs by 1.7% as of January 2026.
3. The retention of an additional 1.5% investment component in tariffs for heat supply, water supply and wastewater disposal.
He stressed that effective implementation of the campaign will require clear coordination among all participants.
