Household subsidiary farms in Tatarstan will receive 612 million rubles in support over the year.
From the budget of Tatarstan, 612 million rubles were allocated this year to support personal subsidiary farms (PSFs), of which 592 million rubles, or 97%, have been disbursed to recipients. This was reported by the Deputy Minister of Agriculture and Food of the Republic of Tatarstan (RT), Marsel Makhmutov, at a meeting of the State Council of the RT Committee on Ecology, Environmental Management, Agro‑industrial and Food Policy.
“In Tatarstan, special attention is paid to small forms of farming, and priority in this work is given to personal subsidiary farms. Last year they produced agricultural products worth almost 106 billion rubles, which is 30% of the total volume of products produced in the republic,” he said.
Makhmutov noted that PSFs account for 23% of milk production, 22% of meat, 85% of potatoes and 64% of vegetables. According to Rosstat, Tatarstan ranked fifth in 2024 in agricultural output produced by PSFs. That is 1% more than in 2023, he specified.
“The results of the work of personal subsidiary farms are due to unprecedented nationwide budgetary support,” emphasized the deputy minister of agriculture and food.
State support is provided in five areas: subsidizing part of the costs of keeping cows, does and nanny goats; construction of mini‑dairy farms; keeping mares older than three years; acquisition of commercial and pedigree heifers and first‑calving cows; and acquisition of young poultry.
“The main support measure is aimed at maintaining the milking herd. Thanks to the decision of the Rais of the RT, Rustam Minnikhanov, an additional 184 million rubles were allocated from the regional budget for these purposes this year. With that, the total amount reached 419.6 million rubles. Rates per cow were increased to 6,300 rubles and to 1,000 rubles for does,” Makhmutov noted.
According to him, one of the conditions for receiving subsidies under this measure is the inclusion of the headcount of milking cows and does in the electronic household livestock book. “As a result of two selection rounds, subsidies were received by more than 24.2 thousand PSFs totaling 415 million rubles, or 98% of the limit. More than 64.9 thousand cows were subsidized,” the deputy minister stated.
Makhmutov added that 70 million rubles were allocated to support PSFs for the construction of mini‑dairy farms. The subsidy is paid at a rate of 500 thousand rubles for a farm with at least five cows and 1 million rubles for a farm with at least eight cows.
“As a result of two selection rounds, subsidies were received by 79 personal subsidiary farms totaling 69.4 million rubles, or 99% of the limit. Thanks to this support, an increase of 350 cows is planned. Recipients of subsidies signed an obligation to maintain the existing herd for five years,” he said.
Six million rubles were allocated this year for subsidies to purchase commercial and pedigree heifers and first‑calving cows. The Rais of Tatarstan allocated an additional 10 million rubles for these purposes. Thus, the total limit for this area amounted to 16 million rubles.
“The subsidy is paid at a rate of 80 thousand rubles for commercial head and 90 thousand rubles for pedigree head of heifers and first‑calving cows. As a result of the first stage of selection, subsidies were received by 19 PSFs totaling 6 million rubles, or 100% of the limit,” said the deputy minister.
There are 401 thousand PSFs in Tatarstan engaged in agricultural activity on household plots.
