The State Council discussed the problems of residents of the "Volzhskaya Gavan" residential complex.

      Issues of infrastructure development of the Volzhskaya Gavan residential complex, as well as, more broadly, planning of development, construction oversight and compliance with project documentation, the condition of roads in residential complexes and violations of environmental protection legislation were discussed today in the State Council in a "round table" format, an initiative proposed by deputies of the CPRF faction. Members of parliament, representatives of the republic's relevant ministries and agencies, and activists from the Volzhskaya Gavan residential complex took part in the meeting.

      Opening the meeting, head of the CPRF faction Khafiz Mirgalimov said that the first appeals from residents of the Volzhskaya Gavan residential complex reached the Communist deputies as early as the spring. "We have gathered today to hear the people in order to help them solve the accumulated complex problems," he said. "As a result of an inspection of the residential complex's territory, the violations that residents had written about were confirmed. Among them were road surfaces laid not according to the design, and the absence of a top asphalt layer which has led to the deterioration of the roadway. The settlement's streets turned out to be dead ends, despite the general plan calling for through roads at the end of each street. In an emergency, access for emergency services could be restricted. The sidewalks specified in the project, the stormwater drainage system, and security are absent. The main road has also been narrowed to dimensions that impede the movement of cars and pedestrians."

      Representatives of the residents' initiative group also said that a kindergarten building is being constructed on the residential complex's grounds—the third in the complex—even though, according to Volzhskaya Gavan residents, the first two are not yet full. In addition, residents say that this building completely blocks access to the embankment. Some plots of land intended for a public road, according to local residents, have been repeatedly re-registered by the developer.

      State Council deputy Fadbir Safin noted that the problem of the Volzhskaya Gavan residential complex is not isolated. "We all face problems in the housing and communal services sector. Besides infrastructure issues, there is concern about the high wear-and-tear of engineering networks. It is a very worrying issue. We discussed this question at the faction meeting as well," the CPRF faction member said.

      Representatives of the Kazan Executive Committee, relevant ministries and agencies, the Office of the Commissioner for Human Rights in Tatarstan, and the Office of the Federal Antimonopoly Service for the Republic of Tatarstan also spoke at the meeting.

      Summing up the meeting, Khafiz Mirgalimov stressed that members of parliament will continue to actively assist in finding ways to solve the problems of the Volzhskaya Gavan residential complex. "We need to create a roadmap; we understand we don't have a magic wand," he said. "Nevertheless, all issues must be resolved in stages. There must be a special decision on this problem."
