Anvar Bagautdinov: a man of the people who left a deep mark on the history of the republic
On November 27 it would have been the 100th anniversary of the birth of Anvar Bagautdinov — a well-known public and political figure, Chairman of the Presidium of the Supreme Soviet of the Tatar ASSR from 1983 to 1986.
Anvar Badretdinovich held the post of Chairman of the Presidium of the Supreme Soviet of the Tatar ASSR at the very end of his political career — from 1983 to 1986. Before that he was a highly prominent figure in the republic, unceasingly leading its districts for 22 years. Among his colleagues, the first secretaries of district party committees, he was called an aksakal (elder).
"All of Anvar Badretdinovich’s life was devoted to making the surrounding reality better, more beautiful, richer," said the State Adviser of the republic, the first President of Tatarstan Mintimer Shaimiev. "Wherever Anvar Bagautdinov worked, whatever responsible post he held, he was always with the people. A man of the people, he lived and worked not to obtain yet another high position, title or award. Having reached many heights in life, Anvar Badretdinovich remained a simple, accessible and sincere person. He truly left a deep mark in people’s hearts."
"I always perceived this extraordinary and great man as a kind of rock, a reliable and strong cliff that could withstand any adversity," recalled Farid Mukhametshin, Chairman of the State Council, in Anvar Bagautdinov’s book "About Time and Myself." "Anvar Bagautdinov was thorough in everything to which he applied his energy and efforts. An example of this is his fruitful work as a party leader and later — his activity in the legislative field in the Supreme Court of the Tatar ASSR."
"Anvar Badretdinovich is an outstanding person who left a deep mark in the history of our republic and country. Determination, courage and great political experience led to his election in 1983 as Chairman of the Presidium of the Supreme Soviet of the Tatar ASSR, and later as Deputy Chairman of the Presidium of the Supreme Soviet of the RSFSR. Thanks to his professionalism, political talent and wisdom, colleagues respectfully called him an elder. His selfless labor for the sake of Tatarstan and our entire country has been recognized at the highest level," emphasized the President of Tatarstan Rustam Minnikhanov on August 30, 2023 at the unveiling of a memorial plaque to Anvar Bagautdinov.
Anvar Bagautdinov was born on November 27, 1925, in the village of Emikeevo in the Kamsko-Ustyinsky district of the republic. "This tiny settlement, located 40 kilometers from the district center along the Sukhaya Ulema River, had about 30 homesteads at that time," he wrote in his autobiographical book "About Time and Myself."
The Bagautdinov family moved to Bondyuzhsky district (now Mendeleevsky) in the 1930s because the head of the family, Badretdin Bagautdinovich, was appointed first secretary of the Bondyuzh district party committee. Anvar Badretdinovich graduated from Bondyuzh secondary school and began working as a tractor driver at the Bondyuzh Machine and Tractor Station in 1941. "In the summer all the children, just like the adults — from dawn to dusk — were engaged in field work. If a little one already had the strength to hold a shovel, pitchfork and scythe, he became an indispensable helper to his parents. We mowed and raked hay, transported small shocks on carts to the stacking place, weeded and gathered ears," he recalled of his childhood and youth.
In January 1943 he was enrolled as a cadet at the Smolensk Infantry School, which was located in the city of Sarapul in the Udmurt ASSR.
After the Great Patriotic War and demobilization he worked as head of the Bondyuzh military registration office and second secretary of the Bondyuzh district committee of the Komsomol. He graduated from the Tatar Republican two-year party school (1953), the Menzelinsk Agricultural Technical College (1964), and Kazan State University named after V. I. Ulyanov-Lenin (1959). From 1961 to 1983 he served as first secretary of the Aznakaevo district committee of the CPSU, secretary of the party committee of the Almetyevsk production collective farm and state farm administration, and first secretary of the Almetyevsk city committee. From 1963 to 1987 he was elected a deputy of the Supreme Soviet of the Tatar ASSR, and from 1984 to 1986 a deputy of the Supreme Soviet of the RSFSR. From 1983 to 1986 he was Chairman of the Presidium of the Supreme Soviet of the Tatar ASSR.
"During my time working in the republic’s legislative body I traveled to all the districts," Anvar Bagautdinov recalled in his autobiographical book. "Moreover, I devoted three or four days to each district to get into all the problems. As a rule, I organized meetings with party, council and economic activists, with the leaders of collective farms, state farms and industrial enterprises. And such meetings gave, in my opinion, positive results. The information that I shared with the regional party committee and the Council of Ministers was processed and formed the basis of various state decisions. There was a lot of work. Including in the district. The district was large; it included Buinsky, Drozhzhanovsky, Tetushsky, Apastovsky, Kamsko-Ustyinsky, Kaybitsky and Verkhneuslonsky districts. The number of voters was almost half a million."
Shortly before his death Anvar Badretdinovich called Farid Mukhametshin. "From his agitated voice I understood that some important concern was gnawing at him. He said that he had finished work on his memoirs. 'Now the fate of my book is in your hands, Farid. I ask you, do everything so that it is published,'" the head of the parliament recalled of that period.
The book was titled "About Time and Myself" and was published only after the author’s passing.
Anvar Bagautdinov died on October 25, 2002, and was buried in the Arsk Cemetery in Kazan. Streets in Almetyevsk and Aznakaevo have been named after him. In Kazan, on the facade of the building at 19 Mayakovsky Street, a memorial plaque was unveiled two years ago. This prominent statesman lived here from 1984 to 2002.
