      The State Duma adopted amendments to the legislation expanding the list of types of activities of socially oriented non-profit organizations.

      Alfia Kogogina, Deputy of the State Duma of the Russian Federation, First Deputy Chair of the Committee on Small and Medium-Sized Entrepreneurship, and coordinator of the United Russia party’s federal project “Entrepreneurship,” commented: “We are consistently working to strengthen the legal foundations so that the memory of every person who suffered from Nazi genocide during the Great Patriotic War is perpetuated forever. The adopted initiative is aimed at supporting such socially significant projects. NGOs will be able to rely on support measures provided for volunteers, including tax benefits, property support, provision of temporary premises, reimbursement of communication expenses without taxation, and travel expense coverage.”

      “In total, in 2025 — the year of the 80th anniversary of Victory in the Great Patriotic War — the State Duma adopted eight federal laws on the preservation and protection of historical memory and the perpetuation of the feat of the defenders of our Motherland. We must oppose any attempts to rewrite history or devalue the decisive role of the Soviet people in the defeat of fascism,” Kogogina noted.

      In accordance with the law, participation in events to perpetuate the memory of the victims of the genocide of the Soviet people during the Great Patriotic War of 1941–1945 will also be included among the purposes of charitable, voluntary and volunteer activities.

      In addition, the list of types of activities of socially oriented NGOs will include conducting search work aimed at identifying unknown burial sites and unburied remains of victims of the genocide of the Soviet people and establishing their identities.

      The status of socially oriented NGOs will allow such organizations to obtain the right to state and municipal support, including property and financial support.

      The law will come into force on January 1, 2026.
