A Year on the Upswing: What Changed in Nizhnekamsk in 2025
The outgoing 2025 will be remembered by Nizhnekamsk residents for a whole series of landmark events — from changes in city and district leadership, billion-ruble injections and investment projects to the emergence of new public spaces, large-scale improvement of territories and unprecedented repairs of road and utility networks.
Together with the city administration’s press service, we will sum up the results in an NP review.
Economy
The volume of gross territorial product (GTP) amounted to 425 billion rubles — 8% of the republic’s gross regional product. Industrial enterprises account for 59.7% of the GTP structure. By volume of shipped goods, the Nizhnekamsk Municipal District (NMD) ranks 4th in Tatarstan. For January–October alone it amounted to 682.4 billion rubles. Over the same period, investment in fixed assets totaled 115 billion rubles (3rd place in the republic).
More than 7,500 small and medium-sized enterprises (SMEs) and 29 thousand self-employed people operate in the NMD. SMEs provide jobs for over 38 thousand people — more than the workforce at the city-forming enterprises.
There are currently 20 resident companies in the Nizhnekamsk advanced development territory. The volume of investment is 8.2 billion rubles, creating more than 1.5 thousand jobs. The NMD hosts 7 industrial parks: 38 residents, 1.4 thousand jobs.
Retail turnover increased (63 billion rubles over 9 months). Average monthly wages according to official data reached 109.5 thousand rubles (for the Republic of Tatarstan — 86.1 thousand rubles).
Housing
The volume of construction work for the first 10 months amounted to 21.7 billion rubles. 104.4 thousand sq. m. of housing were commissioned. Under the social mortgage program, 82 families were registered, including 40 young families, 41 public-sector employees and 1 enterprise worker.
Two 170-apartment buildings are being constructed for participants in the social mortgage program. For the same purposes, a 120-apartment building was acquired in the Green House Park complex.
Technology
Nizhnekamsk is one of the country’s leaders in digitalization. In the annual urban economy digital transformation index, the city ranked among the top ten in Russia (6th place). The “Digital Nizhnekamsk” project was launched, combining more than 90 indicators into a single monitoring system.
Nizhnekamsk has one of the densest video surveillance networks in the region — more than 11 thousand cameras. Over 11 months, 590 new cameras were installed; the system helped solve 175 crimes.
Work continues on creating a situation center and a mobile application for residents.
Housing and communal services
Major repairs were carried out in 90 buildings, with the total cost of works exceeding one billion rubles. As part of the “Our Yard” program, 53 territories were improved.
Under the program to modernize utility infrastructure, nearly 800 million rubles were allocated for the construction and reconstruction of heat supply facilities. JSC Tatenergo modernized 21 central heat points and replaced more than 47 km of hot water supply and heating networks.
Reconstruction of the Western collector and wastewater networks at Vakhitova 8/14 has been completed. Water mains on Industrialnaya and Studencheskaya streets were also reconstructed. In Kamskiye Polyany, the second stage of major repairs of heat networks on a 1.4 km section was completed.
Roads
The second stage of reconstruction of the dam road with a length of 1.64 km has been completed. Next year, as part of the third stage, 2.6 km will be repaired.
In the city and district, 2.4 billion rubles were allocated for the repair of 26.3 km of roads. Almost 400 million rubles were directed to the major repair of a trunk road in the industrial zone with a length of 2.77 km. Under the national project “Safe and High-Quality Roads,” road sections on Lesnaya and Studencheskaya streets were repaired for 480 million rubles. Road works were also carried out on six sections of city roads (for 1 billion rubles), roads of rural settlements (121 million rubles) and regional roads (178 million rubles).
Improvement and landscaping
This year, over 200 thousand annual and perennial plants were planted in flower beds with a total area of more than 5.5 thousand sq. m. Sanitary pruning was carried out on 1,020 green plantings.
28 new benches and the same number of trash bins were installed, and 56 bus stops were repaired. Informational signs were installed on 22 bus shelters.
A square commemorating the 75th anniversary of PJSC Tatneft was built at a cost of 81 million rubles. Funding for the third phase of construction of the “Soenech” square in Kamskiye Polyany amounted to 10 million rubles.
Ahead of the New Year, festive illumination decorated more than 50 bus stops. During the navigation season the city welcomed 116 river vessels and more than 17.9 thousand tourists.
Transport
There are 42 municipal routes in the NMD: 15 urban (4 tram, 11 bus) and 27 suburban. This year the fleet was supplemented with 10 high-capacity LOTOS-105 buses and 5 NEFAZ buses.
Over the year transport operators carried more than 5 million passengers: over 4.2 million on urban routes and more than 800 thousand on suburban routes.
Rural areas
More than 58 million rubles were directed to addressing local issues. Of these, 11.6 million rubles came from self-taxation, 46.4 million rubles from the budget of the Republic of Tatarstan. Thanks to this, 17 km of roads were repaired and 6 km of worn networks were reconstructed in eight settlements.
In Baygulovo, the FAP was renovated and new water supply networks were built. Water supply systems were repaired in the Prostinskoye, Sosnovskoye, Sheremetyevskoye and Mayskogorskoye rural settlements.
In Verkhniye Chelny a spring was improved and monuments were repaired in Verkhny Klyuch and Verkhniye Chelny. Territories were improved in the villages of Starosheshminsk, Smylovka, Nizhnie Chelny. By Victory Day 34 monuments were reconstructed and 8 new ones were built.
STOS
A bright event of the year was the “Summer in Tatarstan” program. More than 150 events were held with joint efforts, attended by over 20 thousand people. One of them was visited by Rustam Minnikhanov. Winner projects of the “Kurshe Fest” competition were implemented.
Coordination councils organized more than 2.5 thousand community clean-ups, with more than 30 thousand people participating. Continuous work was carried out to collect and send humanitarian aid to the special military operation, and support was provided to servicemen’s families.
Culture
This year cultural and arts institutions received almost 615 million rubles. The Nizhnekamsk Youth Theater (TYuZ) received a 4.5 million ruble subsidy under the “Theaters of Small Towns” project, which funded productions of “Chekhov. Rehearsal” and “Deniska’s Stories.”
The T. Minnullin Tatar Drama Theater staged “Galiya” and “Autumn” with federal support of 5.8 million rubles.
In the Nizhnekamsk district, 22 cultural institutions participate in the “Pushkin Card” program. Over 11 months they held almost 1.5 thousand events and sold more than 19.9 thousand tickets totaling 8.8 million rubles.
In total, 34.5 thousand cultural events took place in 2025.
Nizhnekamsk was the organizer of the 25th federal Sabantuy in Yakutia. As part of cooperation between the Republics of Yakutia and Tatarstan, a national Yakut holiday “Ysyakh” is planned to be held in Nizhnekamsk in June 2026.
The eighth festival of native song and Orthodox culture “I Believe” this year was dedicated to the 80th anniversary of the Great Victory and the 35th anniversary of the Nizhnekamsk Russian Society.
The ethno-festival “Kaz omese” was held in the village of Kulmaksa. A qualifying round of the festival-competition of creativity of special military operation participants “Faithful to the Memory of Heroes” was held at the Miras House of Culture, with about 40 participants.
Education
The largest projects this year were major overhauls of School No. 11, Lyceum No. 3 named after A. S. Pushkin, the school in the village of Prost and the Palace of Children and Youth Creativity. The total funding for these facilities amounted to 877 million rubles.
In addition, canteen modernization was carried out in three schools. In four other schools, works have only just begun under a program with federal co-financing. Under a federal project, equipment is being supplied for workrooms and defense basics classrooms in 35 NMD schools.
Major repairs of the KNN dormitory are underway.
Nizhnekamsk placed 3rd in the final stage of the all-Russian olympiad and 5th at the regional stage. 187 graduates (21.1%) were awarded the medal “For Special Achievements in Studies,” and 13 graduates scored maximum points on the Unified State Exam (USE).
30 participants in the “Young Professionals” championship won gold medals (33 — silver, 27 — bronze). In the “Abilympics” championship, 103 schoolchildren and students won prize places. SVO veteran Artur Barabanov won federal-level gold.
77 primary branches of the “Movement of the First” were opened, registering 18 thousand participants and 1,883 mentors. The city activists number more than 400 people.
Under the “We Are Citizens of Russia!” program, 131 teenagers received passports at ceremonial events.
Youth
39 students from eight educational institutions became recipients of the head of NMD’s award. The competition was held for the 20th time. Youth Day gathered 25 thousand people.
Thousands of candles were lit by students at the Victory Monument as part of the “Fiery Pictures of War” campaign. This summer 9.6 thousand children and teenagers rested in camps.
In September a youth club “Bars” opened, where teenagers are taught drone piloting. A branch of the “Avangard” center operates in the “Patriot” center. Military training was held for 560 10th-grade students.
Nizhnekamsk residents became winners of the youth press festival “Golden Pen,” the “Personnel Reserve” project, were awarded the “Kind Tatarstan” prize and became laureates of professional skills competitions.
Our guys received almost 1 million rubles as a result of the All-Russian “Day of Productive Labor” for organizing the “SO.Zdanie” project at the “Kamsky Artek.”
Preschoolers
13,113 children attend 96 kindergartens in the NMD. One of the most significant events was the major overhaul of the “Skazka” kindergarten in the Krasny Klyuch settlement costing 89.5 million rubles. Education in the Tatar language is organized in 22 kindergartens in the city and district.
Child Development Center No. 99 won the “Best Bilingual Kindergarten” competition and received a grant of 500 thousand rubles. Kindergarten No. 70 became a prize-winner of the children’s and youth award “Ecology Is Everyone’s Business,” established by Rosprirodnadzor.
Healthcare
The major overhaul of the perinatal center cost 289 million rubles. 43 million rubles were allocated for equipment and 17.4 million rubles for furniture. Renovation of the children’s inpatient department and milk dispensing point has been completed. The major overhaul of the FAP in Baygulovo village cost 1.57 million rubles.
There are 4,041 people working in the NMD healthcare system: 594 doctors and 2,273 mid-level specialists. Under the “Rental Housing” program, 75 doctors were provided with housing. Another 49 medical workers received official housing. More than 30 medical workers who received grants of 800 thousand rubles are applying for the social mortgage. Over three years 38 targeted doctors have arrived in the city.
Sports
Sports School No. 1 won a grant competition of the “Bet and Win” fund. At the federal level a basketball court on Solnechnaya Polyana received support of 1.2 million rubles. The installation of a universal sports ground at School No. 8 cost 5.3 million rubles.
After a large-scale reconstruction costing 550 million rubles, the Almash training base opened. The renovation budget for Sports School No. 5 in Kamskiye Polyany amounted to 523 million rubles.
For the 41st time the football tournament in memory of Hero of the Soviet Union Ivan Bolodurin was held, timed to the 80th anniversary of the Great Victory. Footballers also distinguished themselves at the Vladimir Vinnikov memorial tournament.
Nizhnekamsk again gathered the strongest freestyle wrestlers at the “M-7 Open” tournament. Nizhnekamsk residents were among the winners of the Sh. Sadriev belt wrestling memorial tournament. For the first time the city hosted the “Zakamye Cup” in backgammon, which will become a tradition.
Marta Volkova won gold at the World Armwrestling Championship. Amir Hafizov was the best at the world championship in belt wrestling.
Track and field athlete Rodion Sevastyanov won the Russian Cup in the long jump and placed second in the same discipline at the Russian Championship.
Kickboxer Anastasia Nikitenko was the best at the Russian championship. Ilya Tokachyov and Almaz Yumangulov won bronze at the Russian Cup.
Evelina Gainutdinova took third place at the world championship. She practices an eastern martial art.
