Emergency warning for December 28, 2025.
Dear citizens! The Federal State Budgetary Institution “Hydrometeorology and Environmental Monitoring Department of the Republic of Tatarstan” has issued: Consultation — warning about the intensity of meteorological phenomena from 18:00 on December 27 to 10:00 on December 28, 2025. In the evening of December 27, at night and in the morning of December 28, blizzards with reduced visibility down to 1–2 km and strong winds with gusts up to 15 m/s are expected in places across the Republic of Tatarstan. The Main Directorate of the Russian Ministry of Emergency Situations for the Republic of Tatarstan recommends: How to act during a severe blizzard Only in exceptional cases go outside. Do not go out alone. Inform family members or neighbors where you are going and when you will return. When traveling by car, drive only on major roads and highways. When leaving the vehicle, do not move away from it beyond the limits of visibility. If stopped on the road, signal for help with intermittent horn blasts, raise the hood or hang a bright piece of cloth on the antenna, and wait for assistance inside the vehicle. You may leave the engine running, with the window slightly open to ensure ventilation and prevent carbon monoxide poisoning. If you lose your bearings while walking outside populated areas, go into the first house you come to, clarify your location and, if possible, wait out the blizzard. If you are exhausted, seek shelter and stay in it. Be cautious and careful in contacts with strangers, as the number of thefts from cars, apartments and offices rises sharply during natural disasters. If in conditions of heavy drifts you find yourself trapped inside a building, calmly and carefully check whether it is possible to get out from under the drifts on your own (using available tools and improvised means). Notify the civil defense and emergency management office or the local administration about the nature of the drifts and the possibility of clearing them independently. If you cannot clear the snowdrift on your own, try to establish contact with rescue units. Turn on a radio receiver (television) and follow the instructions of the local authorities. Take measures to conserve heat and to use food supplies sparingly. For drivers Drivers, especially those planning long trips, should pay special attention to the technical condition of their vehicle. Check the weather forecast for the next day or two depending on the travel time. Before a long trip in cold weather, arrange for the vehicle’s thermal insulation in advance. Before setting off, check the engine and battery, stock up on fuel, and use a good-quality antifreeze. It is important not to refuel at unverified gas stations, since poor-quality fuel can play a cruel trick. Be sure to have warm clothing and food, and do not forget a charger for your mobile phone. Check for a pump, tow rope, lug wrench and jack Before departure, check that you have a pump, a tow rope, a lug wrench and a jack. It is also worth throwing a set of jumper cables into the trunk. If possible, it is good to have a jump-starter based on a compact lithium battery. Emergency kit The emergency kit should contain: a mobile phone charger and spare battery, warm clothes and blankets, a brush for removing snow and ice from the windshield, a small shovel to free wheels from snow if necessary; a handheld flashlight and spare batteries, a first-aid kit, food and drink, an axe and a folding saw, a pack of solid fuel tablets, a lighter, a mini-stove and a pot. Inform others of your exact route and estimated arrival time Before traveling, inform family members, neighbors or friends of your exact route and estimated return time. If trouble occurs on the road, use modern means of communication — this will significantly speed up the response time of rescue units. When contacting rescuers, indicate your location, distinguishing features of the area, the number of people in the vehicle, their ages, whether there are sick persons or children, and be sure to provide your and your relatives’ contact phone numbers. Take measures to conserve battery charge. If you have a breakdown on the highway Place warning markers in front of and behind the vehicle — these can be a felled tree or any conspicuous items. If the car is running, slightly open a window to ensure ventilation and prevent carbon monoxide poisoning. If stopping for a long time or staying overnight, park facing into the wind so that exhaust gases do not enter the slightly opened windows of the cab and passenger compartment. For your own safety, periodically check the wind direction. It is also important to ensure that the exhaust pipe does not become blocked by ice and is not buried in snow. If the vehicle has broken down, do not panic; call the unified emergency number “101”, report your problem and provide your coordinates. Take measures to preserve heat and use available food supplies sparingly. Try to stock firewood; if none is available, you can burn combustible materials — there are usually plenty of them. When the wind intensifies: 1. We recommend limiting going outside and staying indoors. It is important not to leave children unattended. 2. If strong wind catches you outdoors, seek shelter in underground passages or in building entrances. Do not hide from strong winds next to house walls, as roofing materials such as slate and other items may fall from roofs. The same applies to public transport stops and unfinished buildings. 3. Keep away from billboards, signs, and power lines when outdoors. 4. Do not stay close to large trees or park vehicles near them — branches torn off by the wind can be very dangerous. 5. It is deadly dangerous to stand under power lines in strong wind or to approach downed electrical wires. 6. Broken window panes and items falling from upper-floor windows, as well as roof elements and plaster decorations torn off by the wind, can be hazardous. This threat increases near buildings under construction or repair. 7. All windows of buildings must be tightly closed; remove from balconies and loggias any items that could fall outside. 8. Stay as far away from windows as possible in living or working premises. Photo from archive. In case of any emergency you can always call the unified emergency number “112”. Calls are accepted around the clock and are free from landline and mobile phones.
