KAZ expects to reach 20 Tu-214s per year by 2028.
The S. P. Gorbunov Kazan Aviation Plant will be able to ramp up production to up to 20 Tu‑214 passenger aircraft annually by 2028. This was announced during a visit to Kazan by Russia’s Minister of Industry and Trade, Anton Alikhanov.
According to him, the enterprise previously produced no more than one aircraft per year due to the organization of the production site. A large‑scale modernization is currently underway at the plant, including with the involvement of competence centers focused on increasing labor productivity. A regional competence center has been established in the republic and is participating in this work.
The minister specified that in 2026 the plant will be able to produce eight aircraft, in 2027 — 12, and from 2028 reach 20 units per year. Such growth became possible thanks to the renewal of fixed assets, construction of new buildings and the implementation of lean production principles.
New domestically produced equipment is being installed at the enterprise, including machines and tools for riveting the wing and fuselage of Russian manufacture, which makes assembly more efficient.
The Tu‑214 has been produced at the Kazan Aviation Plant since 1996. In December 2025 a new Tu‑214 assembled from Russian components made its first flight, and at the end of the year received a Rosaviatsia certificate approving a change to the type design.
Earlier, the Tupolev concern reported that new contracts for the supply of Tu‑214s would be possible no earlier than 2027. At present the enterprise supplies aircraft to the Special Flight Unit “Rossiya.”
Plans to increase Tu‑214 production to 20 units per year have been previously announced by federal and republican authorities. Head of Tatarstan Rustam Minnikhanov confirmed that the republic intends to reach this figure despite existing difficulties.
