"The main goal is not to punish the guilty, but to prevent the emergence of a conflict," Mironov commented on the initiative. He noted that current Russian legislation provides for liability for insulting a representative of the authorities, but does not contain similar provisions with regard to teachers. At the same time, some teenagers deliberately provoke teachers into conflict, record certain episodes on video and publish them on the Internet with the aim of portraying the teacher as guilty.

      "People perform the most important state task but do not feel any protection from the state," the deputy summed up.
