"The decision will help involve in the educational process those youngsters who, for a number of reasons, did not receive a certificate of basic general education. They will be occupied with work, not waiting for the next attempt to obtain the certificate," said the Chairman of the State Duma Vyacheslav Volodin.
He added that the innovation will allow regions to make up the shortage of skilled workers taking into account existing needs. The Chairman of the State Duma emphasized that the development of the economy depends on this.
