      In Vologda Oblast, the process of eliminating stores that specialize exclusively in selling alcohol has been fully completed. As the region’s governor Georgy Filimonov reported on his Telegram channel, all 610 alcohol stores in Vologda Oblast have either closed or changed their format. Major federal chains have undergone rebranding. Bristol stores now operate under the sign “B-Products,” where alcohol accounts for only one-fifth of the assortment and is placed in separate halls. The Krasnoe & Beloe chain has not sold alcohol for more than six months and is also changing its appearance. The regional chain “Severny Gradus” has been completely repurposed and is now operating under the brand “Every Purchase Brings Joy.”

      According to the governor, work is also underway to reformat drinking establishments known as “nalivayki.” Of 125 such outlets, 75 have already been closed or converted into cafés. To help businesses transition to the new format, a special support program “5:3:3” is in effect, providing preferential loans of up to 5 million rubles at 3% per annum for three years. Last year, 16 loans totaling more than 60 million rubles were issued under this program.

      The vape market has also come under strict regulation. According to the governor, the region was one of the first at the federal level to raise the issue of the need for a centralized fight against these products. To date, 218 of the 316 stores that sold vapes in the region have closed. The effectiveness of the policy being implemented to restrict the circulation of alcohol and vapes is under constant supervision by regional authorities.
