From March 1, 2026, the deadline for payment of housing and communal services (utilities) in Russia will change. Payments will now be able to be made until the 15th day of the month instead of the previously applicable 10th. This was reported by the State Duma.
Deputy Chairman of the State Duma Committee on Construction and Housing and Communal Services, Sergey Kolunov, explained that the corresponding law will come into force in early March. According to him, shifting the deadline will allow citizens to pay utilities at a more convenient time.
The parliamentarian noted that many Russians receive their wages between the 12th and the 15th of the month. In this regard, having to pay utilities by the 10th caused difficulties and led to payment delays.
According to Kolunov, the change in the deadline is aimed not only at increasing convenience for citizens but also at reducing the number of overdue payments. This, in turn, will reduce instances of penalties being charged for late payment of utilities.
