      The State Council of the Republic of Tatarstan adopted a law permitting, in certain cases, the euthanasia of stray dogs kept in temporary accommodation centers.

      According to a statement by the deputy chairman of the State Council of the RT Committee on Ecology and Environmental Management, Nazip Khazipov, decisions to euthanize homeless animals will be made in cases of unprovoked aggression or when an attack on a person occurs. Stray dogs will also be put down if they are found to have a disease that may pose a danger to humans and other animals. In addition, as RBC clarifies, the list of grounds for euthanasia also includes the need to stop the physical suffering of a stray animal whose health is currently assessed as nonviable. At the same time, the presence of an incurable disease or incurable consequences of an acute injury incompatible with life must be confirmed by a veterinarian. Stray dogs in temporary accommodation centers will also be euthanized during measures aimed at resolving an extraordinary situation in the area of handling stray animals.

      In his comment, Khazipov noted that the adoption of the bill is aimed at increasing the effectiveness of existing legal instruments for regulating the handling of animals left without owners. This will make it possible to ensure the protection of citizens' rights when dealing with animals. He also noted that euthanasia of stray dogs for the specified reasons has already been legalized in fourteen regions of Russia. This decision was made taking into account the position of the Constitutional Court of Russia set out in the ruling of July 18, 2024.

      Recall that in early December in the village of Vasilievo in the Zelenodolsky District a pack of stray dogs attacked a nine-year-old girl who was returning home from school. The girl was taken to hospital in extremely serious condition.
