      At the final meeting of the Public Council at the regional office of Rosreestr, one of the key topics was the safety of real estate transactions. Representatives of the agency thoroughly reviewed how the current system of rights registration is organized and what tools are used to protect property owners and home buyers.

      As acting head of the relevant department Svetlana Potapova explained, state registration of real estate in Russia has been in effect for more than a quarter of a century. During this time the mechanism has been revised and supplemented repeatedly to make the housing turnover more stable and the provision of services understandable and accessible to citizens. According to her, the current system is primarily focused on the legal purity of documents and compliance with the requirements of the law.

      It was emphasized separately that high-profile cases of fraud when buying apartments are often not related to the registration procedure itself. The main risks, as a rule, arise at the payment stage, when money is handed over to criminals.

      At the same time Rosreestr does not stand aside from the problem. The agency is involved in developing new legislative initiatives aimed at strengthening the protection of transaction participants. After their approval, information about the additional guarantees will be communicated to a wide audience.

      Already, citizens have access to an updated methodological guide prepared with consideration of common fraud schemes. It explains in simple terms which points are important to check before buying a home, which documents should be requested from the seller, what to pay attention to in the contract and how to reduce risks related to cybercrime. This approach, agency officials note, helps not only to formally complete the transaction but also to avoid dangerous situations in advance.
