This week, the deputy head of the Federal Antimonopoly Service (FAS), Vitaly Korolev, stated that the price increase is largely related to changes in the pricing policy of independent gas stations. Owners of gas stations not part of vertically integrated oil companies had previously artificially restrained prices to attract customers. "Independent market participants in retail reduced prices relative to the market because they needed to gain competitive advantages to attract customers to their gas stations rather than others. Now we see that in a number of regions [prices at these gas stations] have leveled out," Korolev noted. Fuel prices have been rising across Russia since August.
