It is impossible to completely abandon the annual planned hot water shutdowns, as engineering networks require regular diagnostics and repairs. This was reported by Sergey Kolunov, deputy chairman of the State Duma committee on construction and housing and communal services. He noted that in recent years, the duration of shutdowns has been reduced, but they cannot be completely eliminated. "It may still be possible to shorten the duration [of hot water shutdowns], but I do not currently see the possibility or the dire necessity to completely eliminate [technological shutdowns]," the deputy said in a conversation with TASS. According to him, such measures help prevent emergency situations. "It is worse when the water is simply [emergency] shut off. To prevent that from happening, it is better to conduct diagnostics in a timely manner," he added. Kolunov explained that hot water has a significant impact on the condition of pipes, so heating systems require regular checks and maintenance. Over the past 20 years, the duration of shutdowns has decreased from three to four weeks to 7-10 days. "Technological shutdowns [of hot water] are necessary to check the entire system and flush it. You can only work with the system when there is no water in it because the water is hot and under pressure. Therefore, [abandoning planned hot water shutdowns] is simply impossible," the deputy emphasized.
