"The national project 'Infrastructure for Life' is aimed at achieving these tasks, which for the first time covers all infrastructure to improve the quality of living environment: housing, utilities, roads, public transport, social infrastructure, landscaping, jobs, and much more. 2025 became the first year of the project's implementation. All indicators were met," emphasized the Deputy Prime Minister. He highlighted the importance of the State Council's commission on "Infrastructure for Life," which is headed by the President of Tatarstan, Rustam Minnikhanov. Irek Faizullin pointed out the regions with high housing construction indicators, including Tatarstan, Moscow, the Moscow region, Krasnodar Krai, and Leningrad Oblast. The President of Tatarstan thanked the Government and the Ministry of Construction for their coordinated work and noted that the construction sector remains a driver of economic growth. "Housing, communal infrastructure, and spatial development issues are at the center of constant attention from the country's leadership. It is important to ensure strict compliance with the decisions made at these events," he said. Minnikhanov emphasized the need to ensure housing affordability and highlighted the role of family mortgages as a support measure for the construction market and a tool for family policy. "We consider it important to continue reforming family mortgages. The Prime Minister has instructed to consider the possibility of differentiating the interest rate based on the number of children. We also received feedback from 22 regions requesting an increase in limits," added the President of Tatarstan. He pointed out the rise in housing prices and the mismatch of the current limit of 6 million rubles with market prices. For instance, in Kazan, when purchasing a two-room apartment for 16 million rubles, the family mortgage covers only 37% of the loan, while in the Moscow region and Leningrad Oblast, this share is significantly higher. The President of Tatarstan also emphasized the need to reduce construction costs and accelerate project launches amid a more than threefold increase in the cost of construction in apartment buildings over the past five years. Minnikhanov paid special attention to social infrastructure. He proposed synchronizing the construction volumes of social facilities with housing input indicators. Proposals were also voiced to improve the quality of utility services, modernize communal infrastructure, and support individual housing construction.

      Additionally, the President of Tatarstan emphasized the importance of digitizing engineering networks. In Tatarstan, a project was launched in 2025 to digitize existing networks spanning 145,000 km, of which 30,000 km were digitized last year. "It is important that all resource-supplying organizations are involved in this work and that data is regularly updated. This approach should become the standard for a unified federal resource on communal infrastructure," he noted.
