Two-month period in Elabuga: who is bringing order, and who is still on the sidelines
In Yelabuga, the sanitary and ecological two-month campaign continues. The residents of Yelabuga are tidying up the streets after winter: they are clearing away the compacted leaves, dust, and accumulated garbage. Some organizations have already set an example of responsible behavior, while others are slow to join the cleanup. Last Wednesday, a mass cleanup took place in the city again. The left side of the Oil Workers' Avenue—from the 6th microdistrict to the institute—was in the reliable hands of the staff from the sports school "Yunost." About twenty people, amidst cheerful conversations and jokes, were sprucing up the curbs and lawns. "We regularly participate in community cleanups," shared senior administrator Natalia Borisovna. "Today we are cleaning up the leaves, tidying the curbs, then a truck will come by and vacuum it all up— and it will look beautiful. Any work ennobles." The city administration actively supported the initiative—staff went out to clean their territory. At the Yelabuga Central District Hospital, doctors and nurses swapped their white coats for work clothes and tidied up the hospital grounds. The trade union took care of hot tea and snacks—it's a small thing, but it helps after active work! Traditionally, among those who care about cleanliness are schools and kindergartens. They tidied up their territories in the first days: no dirt, no last year's leaves. Unfortunately, not everyone has taken up the work with such enthusiasm. Some organizations have still not participated in the cleanup. For example, businesses and shops along the Ring Road are slow to tidy up their adjacent territories. In some places, the areas around apartment buildings still leave much to be desired—dirty snow and trash have not disappeared. The municipal control department continues to fight for cleanliness. From April 2 to 8, 49 administrative protocols were drawn up. Of these, 31 were for unauthorized garbage dumping in containers at Raipo. Among the municipal control assistants are volunteers and management companies. They record violations and pass on information. In a week, 28 such reports were received. Among the violations: uncleared snow on the territories, parking on lawns and sidewalks. The fines are serious. For uncleared territories, legal entities will have to pay up to 100,000 rubles, while individual entrepreneurs will pay from 15,000 to 100,000. There are about 400 commercial establishments in the city, and each will be put under control—this task was assigned by the head of the district, Rustem Nuriyev. After all, many owners do not monitor the condition of their territories at all.
Many questions have been raised regarding the condition of the Central Market. The management has been fined for uncleared snow. In May, pothole repairs are planned for the market parking area.
It is important to know that to avoid disputes over who and how many meters should be cleaned, we remind you of the official norms:
— Social institutions—10 meters from the property boundary;
— Construction organizations—50 meters from the property boundary and access roads;
— Non-stationary facilities (kiosks, etc.)—30 meters from the property boundary to the roadway;
— Gas stations—50 meters from the property boundary to the roadway;
— Markets, trade, and public catering organizations—30 meters from the property boundary to the roadway;
— Residential buildings—within the boundaries of the land plot to the roadway.
