Considering these factors, Putin called for "developing a mechanism for the uninterrupted operation of vital services" so that they remain available even during mobile internet outages. "That is, the operation of the public services portal, payment systems, and medical appointment services must be ensured even during general, basic restrictions. Moreover, such technological capabilities exist. They must, of course, be implemented," he concluded.
