The Russian government has approved changes to the rules of conduct for spectators at sporting events. According to the document reviewed by TASS, banners and other support materials at stadiums must not contain inscriptions or images that contradict traditional values. The updated requirements specify that any inscriptions and images on banners must comply with these norms. The list of restrictions has also been expanded: while previously it was prohibited to insult the honor and dignity of participants, spectators, and organizers of competitions, now materials that could potentially be perceived as offensive to individuals or damaging to the business reputation of legal entities are also banned. Furthermore, the general rule prohibiting humiliation of dignity has been broadened. It now applies not only to signs of gender, race, nationality, language, origin, and attitude towards religion, but also to affiliation with any social group. As before, banners and flags must not promote violence or aggression. Nazi symbols and similar images, as well as materials of a political, extremist, provocative, or advertising nature, remain prohibited. Insults, profanity, and obscene images are not allowed.
