In Tatarstan, a well-developed procedure for introducing a special legal regime – a state of emergency in the field of handling animals without owners – has been approved for the region. The corresponding resolution, regulating the actions of executive authorities and municipal formations in critical circumstances, was signed by the Prime Minister of Tatarstan, Alexey Pesoshin. The text of the document defines the algorithm for interdepartmental interaction in cases where stray animals begin to pose a real threat to sanitary and epidemiological well-being or the life and health of citizens. According to the procedure, the exclusive right to make the decision to introduce a state of emergency is granted to the Main Veterinary Department of the Cabinet of Ministers of Tatarstan. The agency is also tasked with control and supervisory functions to ensure strict compliance with the requirements of the resolution by all involved parties on the ground. The text of the resolution formulates and establishes two specific criteria, the presence of at least one of which allows the situation to be classified as extraordinary and requiring the introduction of a special regime. The first criterion is the official establishment of a quarantine in a specific area, introduced to prevent further spread and expedite the elimination of identified outbreaks of infectious animal diseases. The second criterion is the fact of causing death to a person by a stray animal or causing serious or moderate harm to the health of a citizen as a result of aggressive actions by such an animal. It was previously reported that in the Republic of Tatarstan, it was proposed to limit the number of pets in apartments, supporting this by stating that no more than one dog or cat may live in an area of 18 square meters.
