"United Russia" will make healthcare even more accessible for millions of people.

      The new People's Program of the party has already received more than 850 thousand proposals — a quarter of them dedicated to family and health issues. At the regional reporting and program forum of "United Russia" titled "There is a Result!", which took place in St. Petersburg with the participation of the party Chairman Dmitry Medvedev, initiatives for further development of the healthcare sector were presented. Among them are the creation of a national digital platform "Health" and a unified patient card, which will accelerate access to medical information and improve the convenience of receiving assistance; the development of remote monitoring with data transmission to doctors, as well as providing children, including those with diabetes, with continuous health monitoring systems. It is proposed to systematically update the healthcare infrastructure: continue the construction and major repairs of clinics, hospitals, and rural health posts, primarily in new regions, rural areas, and small towns; strengthen cooperation with municipalities to improve the transport accessibility of medical assistance. Specific areas include: the development of mobile medicine (outreach teams, air ambulance, drone technologies); enhancing prevention, dispensary observation, and control of chronic diseases; expanding specialized assistance and rehabilitation; training citizens in first aid, as well as supporting domestic pharmaceuticals and biotechnology, accelerating the implementation of medical technologies, and creating family health centers. It is equally important to implement a national program for the development of university clinics — as centers for training personnel and introducing advanced medical technologies. Among the priorities is the development of the healthcare system in new regions: to build more than 300 new outpatient clinics, rural health posts, and polyclinics by 2030, as well as to repair more than 250 existing medical facilities. At the round table "Reliable Rear: Comprehensive Support for Heroes of the Special Military Operation and Their Families," a proposal was made to ensure priority psychological counseling for participants of the Special Military Operation and their family members at all stages of medical assistance, as well as to promptly conduct health screenings for returning servicemen to identify potential hidden problems, said the coordinator of the direction "Support for Participants of the Special Military Operation and Their Families" of the People's Program of the party, Hero of Russia Vladimir Saibel. "We need to teach close relatives, family members, how to cope with their own anxiety and how to help veterans returning from the front deal with the consequences of the stress they have experienced," he noted. Additionally, the new People's Program of "United Russia" includes proposals for the development of future medicine. It is proposed to create long-term demand for innovative medical technologies — with clear procurement plans, volumes, and guarantees for 5-10 years and to create conditions for promising medical technologies to reach hospitals and patients faster from laboratories and research teams. Another proposal is to develop a rehabilitation and support system for patients after the installation of high-tech medical devices. Furthermore, it is proposed to involve socially oriented NGOs in assisting patients and their families, especially where long-term support is required, and to use the best solutions for organizing assistance to the population and preventing diseases, including experience in organ transplantation and the development of test systems for detecting infections. Today, Russia has already built one of the most effective systems in the world for protecting children's health — this is the result of joint work with the Government, Dmitry Medvedev stated. "We have conducted a large-scale update of the primary healthcare sector. About 6,500 feldsher-midwife stations, clinics, and outpatient clinics have been built. Almost 8,000 medical facilities have been completely renovated. They are equipped with the most modern equipment. More than 40,000 units were supplied just last year. At the same time, the majority of the updated equipment is domestic," he emphasized. In addition, "United Russia" supported and expanded the "Rural Doctor" and "Rural Feldsher" programs, which allowed qualified specialists to help people in remote settlements. The ambulance fleet is being modernized: more than 13,000 new special vehicles have been delivered to the regions. "United Russia" achieved the legalization of online sales of over-the-counter medications and the implementation of telemedicine; electronic prescriptions and sick leaves have become the norm. "The party has enshrined annual health screenings for people over 40 at the legislative level and has achieved the inclusion of health check-ups in the compulsory health insurance system, making them free," Dmitry Medvedev reminded. With the support of "United Russia," the development of innovative drugs that have no analogs in the world has been launched. "We cannot afford to depend on foreign supplies. We need our own medicines and medical equipment," said the Chairman of "United Russia." The new People's Program of "United Russia" must also include initiatives for caring for the well-being and health of the elderly, Dmitry Medvedev added, emphasizing that the development of a long-term care system is one of the tasks set by the President. "United Russia" and the Government are working together on the development of the healthcare sector in the country, said Deputy Prime Minister Tatyana Golikova. "United Russia" is a reliable ally and partner of the Government. We are working together to solve the tasks set by our President. And, most importantly, on the main goal that Dmitry Anatolyevich (Medvedev, Chairman of "United Russia") mentioned at the beginning of his speech: preserving health, supporting families, and improving the well-being of citizens," she said. Among the most pressing tasks for the party and the Cabinet, she named increasing the accessibility of medical assistance, developing high technologies, and preventing healthy longevity; expanding the network of prosthetic and orthopedic enterprises; building a system of comprehensive rehabilitation and habilitation; transitioning all specialized institutions to new standards of comprehensive rehabilitation. The Deputy Prime Minister particularly emphasized that the goals and tasks of the current people's program fully correspond to national projects. Among the achievements, she highlighted: 126 thousand pregnant women currently receive a unified benefit in the Russian Federation, as well as parents of more than 9.2 million children; the amount of maternity benefits for full-time students has increased on average to 96 thousand rubles; the poverty rate in Russia has decreased by 1.5 times over four years; the number of large families in Russia has increased by 1.5 times since 2019, and today there are almost 2.9 million of them; specialized and high-tech medical assistance has been received by almost 40 million citizens of the Russian Federation in 2025, including participants of the Special Military Operation; the time for diagnosing a number of infections in Russia has decreased from 1.5 hours to 30 minutes due to the creation of new rapid tests; systematic work to promote large families in Russia will continue until 2030. In conclusion, Tatyana Golikova thanked "United Russia" for their joint work. "For pushing us, in a good sense, towards new initiatives, because you work, first and foremost, on the ground, with the population, and no one knows better than you what worries our citizens. Therefore, together with the party, together with the regions, we will implement the tasks set before us by the President of the country, and we will definitely succeed," she concluded. In Tatarstan, the result of the people's program in 2021-25 was the construction of almost 300 feldsher-midwife stations, outpatient clinics, and polyclinics, major repairs of over 830 primary healthcare organizations, especially in rural areas, and the ambulance fleet was updated by 260 units, while the number of complaints about the quality of medical assistance is decreasing. Programs are in place to address the staffing issue. In particular, under the "Rural Doctor" (feldsher) program, almost 700 specialists have been attracted. "United Russia" actively participates in the construction of new and modernization of old social facilities in the healthcare sector, noted Ilya Wolfson earlier. "I want to especially thank the President of Russia, who supported the initiative of "United Russia" with the people's program, and of course, Raisa of Tatarstan for her support in our republic. We see that this program is being actively promoted and works throughout the country. In the example of the republic, we can see that modern clinics, rural health posts are opening in every district, and hospitals are being reconstructed. We actively participate in promoting this program at the federal level. We monitor the progress of repairs, regularly communicate with heads, chief doctors, and people, and see that the program is working successfully. Ambulance stations are also being updated, mobile medical complexes are arriving in the most remote areas of our republic. This is necessary to diagnose diseases at early stages and provide timely qualified medical assistance to residents of villages and settlements," the deputy listed. Ilya Wolfson reminded about state programs that provide medical workers with one-time payments when relocating to work in rural areas or small towns. "We all understand that it is not the walls that heal, but the people in hospitals, which is why the programs "Rural Doctor" and "Rural Feldsher" were adopted. Concrete results are already visible. Along with these improvements, we see shortcomings that still exist — the lack of narrow specialists in the field, the need for replacement and modernization of equipment. The "United Russia" party is distinguished by the fact that we do not hush these issues up, but take them as tasks to work on. And we will work together to ensure that our residents receive quality, qualified medical assistance," he explained.
