In Kazan, a trial has begun against the bribe giver in the case of the former head of the Housing and Utilities Department of the Tatarstan Cabinet.

      Today, entrepreneur Rishat Satdarov from Nurlat appeared before the Soviet District Court of Kazan, accused of attempting to bribe officials of the Arbitration Court of Tatarstan with 3 million rubles for a favorable decision. The status of intermediary in the bribery case has now been assigned to the former head of the Housing and Utilities Department and Transport of the RT government, Fa'il Salikhov, who admitted to receiving 2.5 million rubles in an envelope for subsequent transfer. Salikhov returned this money long before the case was initiated, and Satdarov himself reported the crime to law enforcement, but this did not save either of them from criminal charges.

      As reported from the court by a journalist from "Realnoe Vremya," at the start of the proceedings, the accused introduced himself as a father of four children with a higher education and an individual entrepreneur in the agricultural sector. Rishat Satdarov and his appointed lawyer Elena Efimova requested to conduct the proceedings without the participation of journalists and without photo and video recording. Judge Marat Khairtdinov deemed it necessary to continue the process in an open mode.

      To announce the charges, assistant prosecutor Ilyas Kuramshin needed less than 20 minutes.

      It should be noted that a total of four individuals have been involved in the case — the accused of bribery and three alleged intermediaries. The recipient of the bribe, as established by the investigation, was not present in this case.

      According to the Investigative Committee and the prosecutor's office, the briber wanted to influence the decision of the Arbitration Court of Tatarstan, where in 2023, a lawsuit from the company "Stroy-Alliants" for 8.3 million rubles for payment for rebranding gas stations in the Voronezh region was being considered. The Nurlat entrepreneur had invested tens of millions into this company's business, but due to construction delays, he could not receive either profit or the invested funds.

      A representative of "Stroy-Alliants," Marat Mingazov, promised Satdarov that if he won in court, he would return the investments with interest, but for guarantees of a positive decision, he suggested giving a bribe of 3 million and received consent. The first tranche amounted to 2.7 million rubles. From what the state prosecutor announced, this money was credited to the account of "Stroy-Alliants" on August 31, 2023, from the account of the construction association "Mosty," but actually belonged to Satdarov. After cashing out, Mingazov had 2.5 million rubles left after deducting the commission.

      The investigation believes that at that time, the corruption issue involved a resident of Chally, Valery Saltykov, who promised his acquaintance Mingazov to assist through "an influential acquaintance in the Cabinet of Ministers."

      In September 2023, Mingazov, Saltykov, and their acquaintance arrived in Kazan at Freedom Square, and Saltykov with the envelope went to his long-time acquaintance Fa'il Salikhov. Later, during interrogation, the Chally resident clarified that they had known each other for a long time, as their children attended kindergarten together. Today, the witness-accused from Chally did not arrive at the court, and the prosecutor read his testimony.

      "At the meeting, Fa'il Salikhov initially did not want to take the money, but I insisted," Saltykov shared with investigators. "Then he called and said he couldn't help. I came in September and took 2.5 million rubles. He couldn't because the judge he knew had died... Then I thought I could keep the money for myself without telling Marat [Mingazov], hoping that the issue would resolve itself — I deceived him and bought a Hyundai Elantra with that money and registered it in my wife's name... And when the court denied the claim, and Mingazov called — asking why it happened — I told him it was the fault of the lawyers he hired — they didn't do their job."

      In fact, the loss in court and the non-return of investments convinced the head of the agricultural cooperative, who acted as the briber, to report the situation to the economic police, from where the investigation materials ended up in the department of the Investigative Committee for the Soviet District of Kazan. In theory, the case against Satdarov could have been terminated at the investigation stage due to active repentance, but the law enforcement agencies deemed it necessary to send the materials to court.

      Today, the defendant fully admitted his guilt in attempting to bribe in a particularly large amount, which did not reach the recipient due to circumstances beyond the defendant's control.

      The next court session is scheduled for June.

      Salikhov, Mingazov, and Saltykov will be tried separately, and their materials have been transferred to the Vakhitovsky Court of Kazan, considering the alleged location of the envelope transfer, while the case against Satdarov remains under the court's jurisdiction.
